The Director develops and manages the BHCS technology budget and roadmap and is accountable for technology investments, operational outcomes, vendor performance, and the successful implementation of enterprise clinical technology initiatives.# **DUTIES**## **SUMMARY**The Director, Clinical Systems, Analytics & Business Intelligence provides strategic leadership, oversight, and administration of clinical technology systems, enterprise reporting, business intelligence, data governance, and operational analytics supporting Children’s Institute’s Behavioral Health and Community Services (BHCS) programs.This position is responsible for ensuring that electronic health record (EHR) systems, analytics platforms, reporting tools, workflow technologies, and related systems effectively support service delivery, regulatory compliance, quality improvement, operational performance, revenue optimization, and organizational decision-making.The Director serves as the primary liaison between Behavioral Health, Community Supports, Information Technology, Quality Assurance, Compliance, Finance, Human Resources, Development, and Executive Leadership to ensure clinical systems and data infrastructure align with organizational priorities, strategic objectives, and evolving healthcare delivery models.The Director leads the development and execution of a multi-year Clinical Systems and Analytics Roadmap that supports organizational growth, CalAIM transformation, operational excellence, revenue optimization, quality outcomes, regulatory compliance, and data-informed decision making.This position oversees Clinical Systems Administrators, Business Systems Analysts, Data Analysts, Reporting Analysts, and other assigned personnel responsible for clinical systems administration, business intelligence, reporting, analytics, workflow optimization, training, and operational support.The Director serves as a strategic partner to executive leadership in advancing organizational excellence through the effective use of technology, analytics, automation, artificial intelligence, and operational innovation.The Director develops and manages the BHCS technology budget and roadmap and is accountable for technology investments, operational outcomes, vendor performance, and the successful implementation of enterprise clinical technology initiatives.## **ESSENTIAL DUTIES***To perform this job successfully, an individual must be able to perform each essential duty satisfactorily. service delivery systems.* Lead organizational change management efforts associated with technology implementations, workflow redesign, process optimization, and operational transformation initiatives.* Develop enterprise standards for clinical systems utilization, documentation workflows, reporting methodologies, and data management practices.**Enterprise Clinical Technology & EHR Leadership*** Establish and maintain enterprise data governance standards, policies, and accountability structures.* Define data ownership, stewardship responsibilities, and reporting standards across development, reporting, business intelligence, and performance management functions supporting BHCS operations.* Supervise Data Analysts, Reporting Analysts, Business Systems Analysts, and other assigned personnel.* Develop and maintain operational, clinical, quality, utilization, financial, workforce, and regulatory reporting frameworks.* Ensure timely development and dissemination of reports supporting executive leadership, operational management, regulatory agencies, funders, and governing bodies.* Develop and maintain key performance indicators (KPIs), dashboards, scorecards, and performance measurement frameworks.* Analyze trends and provide actionable recommendations that improve organizational performance, efficiency, quality outcomes, compliance, and client experience.* Support contract reporting, grant reporting, audit requests, accreditation activities, and executive reporting requirements.* Promote evidence-informed and data-driven decision-making throughout the organization.**Revenue Cycle Optimization & Financial Performance*** Partner with Revenue Cycle Management, Finance, Compliance, and Quality Assurance leadership to optimize system-supported billing processes.* Ensure clinical systems effectively support claim generation, documentation requirements, billing workflows, and reimbursement activities.* Monitor system impacts on claim acceptance rates, denials, revenue cycle performance, and documentation quality.* Support implementation of workflows that improve billing accuracy, productivity, compliance, and reimbursement outcomes.* Assist in identifying and resolving system-related billing risks, documentation deficiencies, and operational inefficiencies.* Develop and manage the annual BHCS technology budget and technology investment roadmap.* Review expenditures, approve invoices, monitor vendor performance, and enforce contractual obligations and service level agreements.**Artificial Intelligence, Automation & Innovation*** Evaluate emerging technologies, automation tools, and artificial intelligence solutions that support organizational objectives.* Identify opportunities to
