Job description

The Clinical/Program Director provides clinical oversight and program management for all direct service programs at [EVERCOVE WELLNESS GROUP, LLC] in accordance with COMAR regulations. Working as a key partner in building the clinic alongside leadership, this position ensures the delivery of high-quality, evidence-based behavioral health services while maintaining compliance with regulatory standards. The Clinical/Program Director supervises clinical staff, monitors program outcomes, and leads quality improvement initiatives to ensure clients receive effective, integrated care across all service lines. This position meets the qualifications for Clinical Director as specified in COMAR 10.63.


This role will initially begin on a part-time basis during the startup phase, with the intention to transition into a full-time position once the clinic is fully established and operational.


KEY RESPONSIBILITIES

  • Provide clinical supervision to all licensed and unlicensed clinical staff, including counselors, therapists, and rehabilitation specialists in accordance with COMAR requirements
  • Ensure clinical services meet BHA licensing standards, COMAR 10.21.19 and 10.63.07 requirements, and ASAM criteria
  • Monitor clinical documentation for quality, compliance, and timeliness per COMAR documentation standards
  • Lead clinical team meetings and coordinate multidisciplinary treatment planning
  • Develop and implement clinical policies, procedures, and protocols that comply with COMAR regulations
  • Ensure implementation of evidence-based practices and trauma-informed care principles
  • Conduct clinical case reviews and provide consultation on complex cases
  • Monitor program outcomes and utilize data for continuous quality improvement
  • Coordinate with Medical Director and other medical professionals for integrated care
  • Oversee admissions process and ensure appropriate level of care placement per ASAM criteria
  • Manage clinical emergencies and crisis situations in accordance with COMAR crisis protocols
  • Ensure staff training and competency development in clinical practices meet COMAR standards
  • Participate in regulatory surveys and prepare for accreditation reviews
  • Review and approve treatment plans, discharge plans, and clinical documentation
  • Investigate and respond to clinical incidents and grievances per COMAR requirements
  • Collaborate with Executive Director on strategic planning and program expansion
  • Maintain clinical licensure and provide direct services as needed
  • Ensure compliance with COMAR 10.21.19.06 and 10.63.07.06 documentation requirements


QUALIFICATIONS
Education & Experience

  • Master's degree in Social Work, Counseling, Psychology, or related clinical field required
  • Current Maryland license as LCSW-C, LCPC, or LCMFT required (meets COMAR 10.21.19.04 and 10.63.07.04 Clinical Director requirements)
  • Minimum five years of clinical experience in behavioral health settings
  • Minimum three years of clinical supervision experience required
  • Experience with substance use disorder treatment and co-occurring disorders required
  • Comprehensive knowledge of ASAM criteria, BHA regulations, COMAR 10.21.19, and COMAR 10.63.07 standards
  • Experience with program management and quality improvement initiatives
