Department Overview

The mission of the Information Technology Group (ITG) is to develop, implement and maintain technology-based services and solutions to enable OHSU to effectively and securely manage information to accomplish its missions.

The vision of the Clinical Informatics Department is to realize the full benefits of OHSU and OHSU Health Care's clinical information systems. The Department applies the science of informatics to enable excellence in patient care, by creating and monitoring clinical workflows and content that supports the mission of OHSU and OHSU Health Care.

Function/Duties of Position

Project Management, Change Management and Implementation  

  • Leads all change management and implementation efforts for executive initiatives, new business, new workflows and the like, where the primary customer or stakeholder is the clinician and the EHR is the primary means used to meet the project deliverables.
  • Leads projects that are under ~250 hours of effort where the primary stake holder is ambulatory clinical.
  • Leads clinical efforts as a resource on enterprise projects.
  • Leads clinical domain user groups in partnership with Physician Informaticists when assigned.
  • Uses and applies industry standard change and project management principles.
    • Utilizes and mentors others on department's project standards and methodology.
    • Creates and executes communications plan.
    • Assists leadership with cost and resource estimates.
    • Creates project plans for complex projects and utilizes the plan to manage the work and meet deadlines.
    • Completes risk assessments and mitigation.
  • Develops and deploys training tools and user documentation. Modifies and incorporates changes from the evaluation of tools and documents. Finds needs for new training tools and documentation and drives implementation.
  • Supports go-live activities and mentors junior informatics specialists.
  • Coordinates and executes conversion plans.
  • Develops execution plans incorporating all cross-team activities as well as inter-team tasks.
  • Compiles lessons learned.
  • Implements team, departmental and user changes.

Development and Design

  • Demonstrates and applies advanced knowledge of process and system design techniques by translating and documenting business requirements into technical designs for complex projects/problems.
  • Reviews current infrastructure (hardware, OS, network) in designing new solutions.  Demonstrates knowledge related to hardware, software and technical components in the application of systems and software.
  • Advanced knowledge in blending technical and operational solutions.
  • Demonstrated ability explain why applied informatics would lead to an operational solution.

Operations

  • Mentors triage and execution of maintenance, change and development activities.
  • Tracks and trends issues, brings to management for resolution development.
  • Creates and distributes user communication for system enhancements and fixes.
  • Reviews and consults with technical teams on complex system maintenance that impact clinical workflows.
  • Promotes and follows change control processes, participate in maintenance and improvement of change control processes.
  • Demonstrates an advanced knowledge of business processes and articulates the inter-relationship of departments with other areas by developing software and system configurations based on completed systems thinking based review of user requirements within time frames given. Defines alternatives for meeting project objectives. Creates new functionality with vendor, from identified software gaps or issues.
  • Partners with Physician Informaticists to facilitate user groups over service line assignments
  • Participates in efficiency programs and activities.
  • Other duties as assigned.
Required Qualifications
  • At least 1 year of experience in leading medium to large scale projects and/or changes or resource management in a healthcare setting; AND
  • Master's degree in an IT related field, business, informatics, a clinical field or equivalent and 4 years' work related experience in the information technology field supporting electronic health records or a combination of clinical healthcare environments providing direct patient care; OR 

  • Bachelor's degree in an IT related field, business, informatics, a clinical field or equivalent and 7 years' work related in the information technology field supporting electronic health records or a combination of clinical healthcare environments providing direct patient care OR 

  • Associate's degree in an IT related field, business, informatics, a clinical field or equivalent and 9 years' work related experience in the information technology field supporting electronic health records or a combination of clinical healthcare environments providing direct patient care; OR 

  • Equivalent combination of education and experience where one year of experience will be substituted for an Associate's degree and two years of experience will be substituted for a Bachelor's degree. Five (5) years of experience as an informaticist or informatics specialist or equivalent or seven (7) years of experience the information technology field supporting electronic health records, specifically clinicians, clinical healthcare experience or combination of the above.

  • Clinical or administrative experience in the direct delivery of patient care or equivalent social services or academic/research informatics.
  • Experience as an end user of HIT software or equivalent.
  • Member of a project team implementing large scale, enterprise level projects.
  • Vendor Certification within 6 months of hire.

  • Demonstrated ability to lead small, medium and large projects from conception, schedule, design, testing, and implementation and through closure.
  • Advanced knowledge and practice of gathering and translating business requirements into system specifications.

  • Advanced knowledge of principles and processes for providing customer and personal services; this includes customer needs assessment, meeting quality standards for services, and evaluation of customer satisfaction.
  • Proven time management skills; ability to work in a highly autonomous role by demonstrating self-motivation and creativity in design approach.
Preferred Qualifications
  • Masters in a Healthcare field.
  • Clinical or administrative experience in the direct delivery of patient care or equivalent social services experience highly preferred.
  • Experience as an end user of HIT software or equivalent.
  • Super user of HIT software.
  • Experience at other health centers preferred, either as clinical or administrative staff or as implementation staff.
  • Previous implementation employment with an HIT vendor.
  • Use of multiple HIT or equivalent systems.
  • Previous employment at OHSU or other academic health center.
  • At least 4500 documented hours of project management or team experience.
  • Understanding the seven bodies of project management knowledge or Project Management Professional Certification.
  • Existing vendor certifications or equivalent.
  • Multiple vendor certifications or equivalent.
  • Current CPHIMS or equivalent.
Additional Details

Work Schedule: Typically, 8am-5pm Pacific Time, dependent on meeting schedules and business needs.

Work Location: This is a hybrid position that requires some onsite travel, including but not limited to; projects, go-live support, training, upgrades, etc. Duration and frequency of onsite travel will vary. May require occasional evening and/or weekend shifts for coverage during system upgrades and go-lives.
