Landmark has one of the largest corporate teams dedicated to student housing in the United States with over 1,200 employees across development, acquisitions, construction, property management, and investment management. Since inception, Landmark has invested in nearly 110 rental projects across the U.S. with a total cost including commitments of $12.3 billion and $11.1 billion of assets under management. Landmark's strong reputation, extensive network of relationships and nationwide presence contribute to most investments being sourced off market across its platforms. Job Description The Civil Manager is responsible for acting as a liaison between the Pre-Construction and Development departments for two (2) to four (4) Urban and/or Cottage projects at any given time. Involvement will run through the due diligence phase, entitlements, plan production and permitting at which point these portions of the project will be handed off to the Landmark Urban Construction team. Reports to: Senior Civil Manager Direct Reports: None Duties/Responsibilities: The duties listed below are an outline of the Civil Manager's responsibilities and should not be considered an all-inclusive list. As the needs of the organization change, these duties may be modified as needed.
  • Review and be familiar with Development Agreements.
  • Review and be familiar with Architect Agreements.
  • Engage the local Land-Use Attorney for recommendations on Civil, Survey, Traffic, Geotech, and Environmental Consulting Engineers.
  • Identify and solicit proposals in accordance with Landmark's standards from the potential Consulting Engineers.
  • Meet with City Officials to obtain initial information on the project; including, but not limited to, concerns with the project area/location, potential water/sewer/storm capacity issues, general permitting process, and timeline.
  • Confirm receipt of Water and Sewer Capacity Letters.
  • Meet with local utility providers: power/gas/telecom, to identify potential Construction-related issues.
  • Identify Construction-related easements that may be required: R.O.W., crane swing, tiebacks, etc.
  • Identify potential off-site improvement requirements including, but not limited to, utility upgrades and traffic improvements.
  • Create and maintain the preliminary Pre-Development schedules.
  • Ensure the A/E Team, Development and Pre-Construction are aligned on the Project's Permitting requirements. I.e., what is required by the Municipality to be included in the Permit submissions.
  • Coordinate with Development to obtain rezone, conditional use permits, entitlements, etc. required to develop project.
  • Actively participate in/lead weekly Coordination calls with the Pre-Construction Manager and the Design Manager, as well as other calls/meetings as needed to ensure a coordinated project.
  • Communicate potential construction-related pricing issues to the Pre-Construction Manager.
  • Communicate potential design-related programmatic changes to the Design Manager and the Developer.
  • Complete reviews of milestone plan sets to ensure Civil design deliverables are included and review for coordination with plans from other disciplines.
  • Coordinate code review to identify items that impact development including, but not limited to, building setbacks, streetscape requirements, buffers, access requirements, etc.
  • Responsible for distribution, and subsequent file storage, of due diligence reports and civil plan sets, as well as comment responses from Authorities Having Jurisdiction (AHJs) to ensure the latest versions of each are in circulation for the project team.
Qualifications Education & Experience
  • Bachelor's degree in Civil Engineering, Construction Management, or a related field.
  • Minimum of 3-5 years of experience in civil engineering or construction management.
Preferred Knowledge, Skills, & Abilities
  • Strong understanding of civil engineering principles and construction processes.
  • Proficiency in project management software and tools (e.g., AutoCAD, Civil 3D, MS Project).
  • Excellent communication, organizational, and interpersonal skills.
  • Ability to work collaboratively in a team environment and manage multiple tasks simultaneously.
  • Detail-oriented and proactive in identifying and addressing project needs.
  • Experience with urban and/or cottage projects.
  • Knowledge of local building codes and regulations.
