This is available to be included w/ job offerStudent loan forgiveness (NHSC & Public Service)Paid licensure supervision.Employee Assistance, Wellness Benefits, Dependent Care & Long-Term Disability Insurance DESCRIPTION This is a multifaceted position performing several tasks within Community Counseling Solutions (CCS) including:Crisis Intervention Team (CIT) Coordinator is responsible for the planning, coordination, development, implementation, oversight and overall leadership of the CCS CIT program.Law Enforcement Liaison works closely with CCS and law enforcement agencies, and potentially other related agencies, to coordinate efforts and build/maintain strong working relationshipsAdult Protective Service Investigator conduct protective service investigations, makes determinations on the allegations and identifies specific actions to avoid further abuseSafety Coordinator will assess, write policy and provide recommendations to management on employee safety with regards to members of the public, both in the office and field settings SUPERVISION Supervision Received Works under the direction of the Executive Director or Clinical Director Supervision Exercised This position does not supervise other employees RESPONSIBILITIES Crisis Intervention Team Coordinator Work closely with law enforcement agencies to educate and promote tenants of CIT, encourage law enforcement participation and buy in Coordinate and conduct CIT training for all levels of law enforcement including 911 operators and parole/probation officers Develop and maintain instructors to meet the needs of the CIT program Conduct/Coordinate/Facilitate the non violent crisis intervention de-escalation techniques segment for all CIT training Prepare training announcements, schedules and training materials Compile evaluation results of the feedback received at CIT training Prepare and submit reports as needed Write any CIT related policies/procedures, coordinate ride alongs, follow up consumers, CIT pins, etc Develop and conduct presentations for local and potentially national events/conferences Develop and oversee CIT steering committee Law Enforcement Liaison In conjunction and coordination with the CCS Executive Director, serve as the point of contact for all law enforcement agencies within CCS counties. Work closely with law enforcement agencies/personnel to ensure that that they have a good understanding of CCS requirements and rules/regulations that CCS is mandated to follow and explain the reasoning for said requirements. Work closely with law enforcement agencies/personnel to educate on behavioral health issues and importance of empathy when working with individuals who are in distress Work closely with CCS personnel to ensure that they have a good understanding of law enforcement requirements, and educate personnel on law enforcement culture and how to effectively work with law enforcement to achieve common goals. Identify common goals between all involved agencies and assist achieving goals, at the same time strengthening relationships. Respond on scene when requested and available to assist clinicians and other law enforcement agencies when working with individuals who are in crisis As requested/available, provide law enforcement presence to CCS staff working with difficult and/or threatening individuals. Protective Service Investigator Review Serious Event Report Forms (SERF), gather and assesses pertinent information Investigates reports of abuse, neglect, or exploitation of adults with mental health or developmental disability issues by: Interviewing clients, caregivers, family members, service providers and others concerning allegations of abuse.Conducts an assessment of the individual situation, including environment, physical health, mental functioning and financial aspects.Identifies physical, emotional and behavioral indicators of abuse, neglect and exploitation.Assesses individual, family, and environmental contributors to abuse, neglect and exploitation.Uses relevant information in determining case finding.Plans with victims and others for immediate safety needs and takes emergency action if necessary.Upon completion of the investigation, prepares written findings, including any required actions to respond to abuse or prevent further abuse of the adult. Demonstrates through written report the findings of inconclusive, not substantiated or substantiated using the preponderance of the evidence standard of proof. Safety Coordinator Provide self-defense and de-escalation training as needed to CCS employees either as a formal class or individually as requested Conduct walkthroughs of agency offices and make recommendations to management on effective practices to increase employee safety when working with the public Provide recommendations to management on effective practices to increase employee safety when working with the public in the field. When requested, write policies and procedures to address aforementioned practices General As requested, participates in agency, local, regional and state meetings Provide Sequential Intercept Mapping for agency/counties as requested Attend Local Prevention Safety Coordinating Council Meetings in each county CCS serves Provides transportation for customers when required. Acts independently within the community and promote a positive image of the agency. Participates in joint case planning and coordination with other CCS employees. Remains updated on all rules and Oregon Administrative Rules (OARโs) pertaining to civil commitments, holds and protective service rules. Be a resource for on-call staff for consultation with individuals we are serving Records all necessary information into CCS databases as requested Makes appropriate use of supervision, consultation and coaching Other responsibilities as assigned. Requirements: QUALIFICATIONS Education and/or Experience A Bachelorโs degree in social behavioral or criminal justice field and five years of law enforcement or investigative experience required or An Associateโs degree in social behavioral or criminal justice field and 9 years of law enforcement or investigative experience or 15 years of experience in law enforcement or investigative experience Certifications DPSST certified at the Intermediate level, advanced level preferred Ability to become a certified protective service investigator within six months of starting position OTHER SKILLS AND ABILITIES Have knowledge, or acquire knowledge, of behavioral health issues and developmental disabilities as well as effective strategies to deal with impacted individuals Have the knowledge or acquire knowledge of the impact of abuse, neglect, domestic violence, emotional conditions and disabilities can have upon physical and emotional functioning. Skilled in a variety of evidence gathering techniques including: photography, review of medical/financial records, interviews by phone and in person. Basic rules of evidence, testimony procedures, standards of proof, and due process considerations required in the legal process. Understanding of law enforcement agencies within CCS counties Ability to function effectively in stressful situations Strong diplomacy skills are a must โ able to deal effectively and positively with staff and community partners Needs to have appropriate empathy for person with problems. Have the knowledge or acquire knowledge on coping behavior and defenses of adults. Recognizes how family dynamics can influence client relationships. Recognizes dynamics of abuse and special vulnerabilities of client populations. Has the knowledge or ability to acquire knowledge on common prescription and over-the-counter drugs, potential interactions and side effects Must have the ability to be self-directed and flexible in managing and prioritizing work. Must have the ability to collaborative effectively with various individuals, groups and systems within the agency and community Must have the ability to work effectively as a team member Must have the ability to effectively communicate both verbally and in writing and have the ability to work independently and complete all responsibilities in a thorough and timely fashion. Must have the ability to represent the interests of the customer and the agency in a favorable light to the community. Must be computer literate and have the ability to type and utilize word processing and other software programs/systems. The position requires the handling of highly confidential information. Must adhere to rules and laws pertaining to client confidentiality. CRIMINAL BACKGROUND CHECKS Must pass all criminal history check requirements as required by ORS 181.536-181.537 and in accordance with OAR 410-007-0200 through 410-007-0380. Must pass a monthly check against the OIG and GSA exclusion lists, as well as other federal and state agency lists. If employee, volunteer or contractor is excluded or sanctioned it is grounds for immediate termination of employment, volunteering, or contract. PRE HIRE DRUG SCREEN REQUIRED PERSONAL AUTO INSURANCE Must hold a valid driverโs license as well as personal auto insurance for privately owned vehicles utilized for CCS business such as client service purposes, travel between business offices and the community, to attend required meetings and trainings. Must show proof of $300,000 or more liability coverage for bodily injury and $100,000 or more in property damage and maintain said level of coverage for the duration of employment at CCS. The employeeโs insurance is primary with CCS insurance being secondary. CCS reserves the right to deny any employee the use of a vehicle owned by CCS. PHYSICAL DEMANDS While performing the essential duties of this job, the employee is regularly required to use office automation including computer and phone system that requires fine manipulation, grasping, typing and reaching. While performing the duties of this job, the employee is frequently required to sit, and talk or hear. The employee is occasionally required to stand; walk; use hands to finger, handle, or operate objects, controls, or tools listed above; reach with hands and arms; climb or balance; run, stoop, kneel, crouch, or crawl; and taste or smell. The employee may be required to carry, drag, or restrain individuals from 50 to 300 pounds and lift in excess of 50 pounds. Specific vision abilities required by this job include close vision, distance vision, color vision, peripheral vision, depth perception, and the ability to adjust focus This work also requires that the employee sustain their attention during periods of crisis. WORK ENVIRONMENT Tasks will occur both at the office and in the community. There will be travel required throughout the county(s) that the employee is assigned to. Occasional out of area travel and overnight stays will be required for attendance at meetings and/or trainings. Monitor and broker for services at the home site of the customer, service provider, and office with be a within a typical days routine. As indicated, employee also will be required to work in the community and homes of the customers we serve. Handicap access may not be available at all places where this position must go. There are some situations where this position may be required to respond to environments where a customer is in crisis. The environments in these situations are difficult to predict and may be in uneven terrain. This position may be exposed to the everyday risks or discomforts which require normal safety precautions typical of such places as an office. HAZARDS Conditions present high stress and threat to personal safety during periods of search and seizure and arrest; may be exposed to toxic materials, blood borne pathogens and other infectious environments; have to deal with unruly or dangerous individuals, unsafe building sites and deadly force; may be required to extend work schedule during emergency situations.
