Job Summary:
The Chief Operating Officer (COO) serves as a key member of Cardea Health's Executive Leadership Team and is responsible for providing strategic and operational leadership across the organization's administrative and operational functions. Reporting directly to the CEO, the COO ensures that the systems, infrastructure, resources, and operational processes necessary to support Cardea Health's mission are effective, compliant, scalable, and financially sustainable.
The COO oversees facilities and property management, food services, fleet operations, information technology, workforce scheduling, purchasing, operational compliance, administrative services, and enterprise-wide operational initiatives. This leader partners closely with program, finance, and executive leaders to ensure operational excellence, resource stewardship, risk mitigation, and continuous improvement across all Cardea Health locations.
The COO translates organizational strategy into operational execution, builds high-performing teams, develops key performance metrics, and creates systems that enable Cardea Health to deliver exceptional services to vulnerable populations.
The COO serves as the executive leader responsible for operational resilience, emergency preparedness, business continuity, and the systems necessary to ensure uninterrupted service delivery across Cardea Health's programs and facilities.
Essential Duties and Responsibilities
Executive Leadership & Strategic Operations:
Serve as a member of the Executive Leadership Team and contribute to organizational strategy, growth planning, and operational decision-making.
Partner with the CEO and executive team to identify operational risks, opportunities, and priorities.
Develop and implement organizational systems, policies, procedures, and performance measures that improve efficiency and accountability.
Lead enterprise-wide operational improvement initiatives and oversee execution of strategic projects.
Establish operational dashboards and key performance indicators to monitor organizational performance.
Risk Management, Business Continuity & Emergency Preparedness:
Develop, implement, and maintain organizational business continuity and disaster recovery plans to ensure continuity of critical operations during emergencies, service disruptions, or other unforeseen events.
Monitor organizational readiness related to life safety, environmental hazards, security incidents, technology outages, staffing shortages, and facility disruptions.
Serve as a member of the organization's incident command structure and executive escalation team during emergencies, critical incidents, and operational crises.
In partnership with program leadership, Compliance, People & Culture, and Finance, ensure operational practices and procedures support regulatory compliance, contractual obligations, organizational policies, and risk mitigation efforts.
Establish operational compliance monitoring, reporting, and corrective action processes to promote accountability, continuous improvement, and proactive issue resolution.
Collaborate with executive leadership to develop and maintain organizational resilience strategies that support uninterrupted service delivery and mission fulfillment.
Facilities & Property Portfolio Management:
Provide executive oversight of all leased and owned properties across the organization.
Oversee facility maintenance, capital repair projects, and long-term infrastructure planning.
Manage relationships with landlords, property owners, brokers, developers, and service providers.
Direct contract negotiations and oversight for facility-related vendors and service agreements.
Develop and execute strategies related to property acquisition, disposition, lease management, and portfolio optimization.
Ensure facilities operate safely, efficiently, and in compliance with applicable regulations.
Food Services Operations:
Provide executive oversight of organizational food service programs.
Monitor operational quality, regulatory compliance, and service delivery standards.
Review financial performance, including revenue, expenses, and labor utilization.
Collaborate with operational leaders to identify process improvements and cost-saving opportunities.
Fleet Management:
Oversee vehicle acquisition, replacement planning, and lifecycle management.
Ensure effective maintenance, repair, fueling, and utilization of organizational vehicles.
Monitor vehicle-related expenditures and vendor relationships.
Establish and monitor driver safety programs, vehicle compliance requirements, and training standards.
Conduct audits and reviews of fleet operations to ensure safety and efficiency.
Information Technology & Infrastructure:
Oversee internal IT operations and external technology vendors.
Direct technology strategy to ensure secure, reliable, and scalable infrastructure.
Manage contracts and vendor relationships related to telecommunications, internet services, mobile devices, software systems, and technology equipment.
Partner with technology leaders to strengthen cybersecurity, data protection, business continuity, and operational resilience.
Evaluate and implement technology solutions that improve organizational effectiveness.
Scheduling, Workforce Planning & Labor Management:
Provide oversight of enterprise-wide scheduling functions in partnership with program leadership.
Ensure alignment between budgeted positions, staffing plans, scheduled hours, and actual labor utilization.
Monitor workforce productivity and staffing efficiency across programs.
Develop reporting and accountability mechanisms related to labor management.
Timekeeping & Operational Compliance:
Oversee organizational timecard review processes.
Ensure compliance with wage and hour laws, overtime regulations, meal and rest period requirements, and internal policies.
Monitor labor practices and implement corrective measures when necessary.
Partner with Finance and People & Culture to strengthen payroll-related controls and procedures.
Purchasing, Procurement & Expense Management:
Oversee organizational purchasing and expense approval processes.
Establish procurement standards and internal controls.
Manage corporate credit card programs, spending limits, and employee issuance protocols.
Negotiate vendor agreements and ensure responsible stewardship of organizational resources.
Monitor spending trends and identify opportunities for cost savings and process improvements.
Administrative Operations & On-Call Systems:
Oversee organizational on-call systems, schedules, protocols, and escalation procedures.
Ensure operational readiness for emergencies and after-hours response needs.
Provide leadership for administrative and operational support functions throughout the organization.
Executive Support & Special Projects:
Oversee the Chief of Staff and related administrative support functions.
Ensure effective executive support services for organizational leadership.
Lead special projects, operational assessments, and strategic initiatives as assigned by the CEO.
Facilitate cross-functional collaboration among departments to achieve organizational goals.
Leadership & Team Development:
Directly supervise and develop senior operational leaders.
Foster a culture of accountability, collaboration, innovation, and continuous improvement.
Establish performance expectations and support leadership development and succession planning.
Ensure operational teams are aligned with Cardea Health's mission, values, and strategic objectives.
Event Planning:
Will manage the Chief of Staff and EAs to organize events such as organizational celebrations, and staff parties.
Minimum Qualifications:
Bachelor's degree in Business Administration, Healthcare Administration, Public Administration, Operations Management, or a related field.
Seven (7) years of progressive operational leadership experience.
Three (3) years of experience leading multiple operational functions and managing leaders.
Experience overseeing budgets, contracts, vendor relationships, and organizational operations.
Demonstrated experience managing complex projects and competing priorities.
Strong analytical, organizational, and problem-solving skills.
Valid driver's license and ability to travel between program locations.
Preferred Qualifications:
Master's degree in Business Administration (MBA), Public Administration (MPA), Healthcare Administration, or related field.
Experience within nonprofit healthcare, supportive housing, homelessness services, behavioral health, social services, or mission-driven organizations.
Experience overseeing facilities, fleet management, information technology, administrative operations, and procurement functions.
Experience leading multi-site operations.
Knowledge of California employment regulations and operational compliance requirements.
Project management, or related operational excellence certification.
Experience serving as a senior member of an executive leadership team.
