POSITION OVERVIEW

SCC is seeking an experienced Project Manager (PM) to serve as the single point of contact for the ICE Executive Programs Management Unit (EPMU) Contracting and Acquisitions Section (CAS) and the Contracting Officer's Representative (COR). The PM will provide senior-level program management and acquisition oversight for all tasks performed under this contract, ensuring compliance with contractual obligations, meeting all PWS requirements, and delivering measurable value to the EPMU mission. This is a Key Personnel position requiring Government pre-approval for substitution.


KEY DUTIES AND RESPONSIBILITIES

  • Serve as the primary Contractor point of contact for the EPMU CAS Section and COR; manage all day-to-day contractor operations and represent SCC in all Government interactions.

  • Establish and maintain master project plans, integrated master schedules (IMS), and milestone tracking for all PWS tasks; identify and mitigate schedule, cost, and performance risks proactively.

  • Lead monthly Status Management Meetings and provide weekly contract reports, monthly status and cost reports, and ad hoc briefings as required by the COR and Federal Team Lead.

  • Oversee quality control and ensure all deliverables meet the standards set forth in the Quality Control Plan (QCP) and Government-approved Quality Assurance Surveillance Plan (QASP).

  • Manage all key and non-key personnel assignments, onboarding, security vetting coordination, and personnel substitution requests in compliance with PWS Section 4.1.

  • Coordinate transition-in and transition-out activities, ensuring seamless continuity of services during all contract phase changes.

  • Support acquisition and financial support tasks as described in PWS Sections 3.1โ€“3.7, providing expert advisory services to EPMU CAS staff.

  • Ensure contractor compliance with OCI restrictions, privacy requirements, DHS security policies, and all applicable regulations (RFO, HSAR, DHS MD 11042.1).

  • Manage subcontractor or teaming partner performance and integration, maintaining accountability for all prime and subcontract obligations.


MINIMUM QUALIFICATIONS (PWS-REQUIRED)

  • Bachelor's degree from an accredited university (required per PWS Section 4.2)

  • Minimum ten (10) years of experience in program management support services that include federal acquisition activities aligned with PWS requirements

  • Demonstrated knowledge of the federal acquisition lifecycle from inception through contract closeout

  • Strong proficiency with MS Excel, MS Project, SharePoint, and other project management and reporting tools

  • Federal Acquisition Certification โ€“ Program/Project Manager (FAC-P/PM) certification OR demonstrated experience managing major systems acquisitions

  • Ability to interpret, apply, and create acquisition and program/project management procedures, regulations, and guides

  • U.S. Citizenship; must be eligible to obtain and maintain DHS Public Trust clearance


PREFERRED / DESIRED QUALIFICATIONS

  • Certified Professional Contracts Manager (CPCM) certification

  • Experience supporting DHS, ICE, or other federal law enforcement agencies

  • Prior experience as a PM on OASIS+ or similar IDIQ task order contracts

  • Proficiency with Tableau, Visio, and federal financial systems (FFMS, FileOnQ)

  • Demonstrated ability to communicate effectively with senior federal personnel (SES level and above)
