Minimum Qualifications Summary
Certification & Education
  • Must possess a current US Passport with ability to travel and work overseas.
  • Must be able to meet COMSEC briefing and Local Element management certification requirements available under the OPNAVINST 2201.4, DoD Instruction 8523.01 and Air Force Manual 17-1301.
  • Must be able to complete an in-scope (per current DoD 6-year reinvestigation requirement), favorable, ST5 investigation (to include SBPR, PPR, T5R, or current enrollment in the DoD Continuous Evaluation (CE) / Continuous Vetting (CV) program), adjudicated for SCI eligibility by the DoD Central Adjudication Facility (DoD CAF) without conditions, exceptions, or waivers at the time of performance and must maintain the level of security required for the life of the contract.
  • Degree in Information Science, Intelligence, Information Technology, Data Science or related military experience
  • Must possess a TS/SCI Security Clearance

Experience Required
  • Expert-level proficiency communicating and writing in the English language
  • Experience coordinating with CENTCOM, component commands, and Joint Staff preferred
  • Experience executing Combatant Commands' intelligence planning efforts preferred
  • Strong writing, analytical, and reading skills, as well as the ability to effectively communicate
  • Ten years' military experience

Job Objective
Under a five-year contract, the Senior Intelligence Business Systems Analyst will support the United States Marine Corps Forces, Central Command (MARCENT) and subordinate commands. The scope of the requirement includes professional services for MARCENT located aboard MacDill Air Force Base (AFB), Florida, which serves as a Component Command to U.S. Central Command (USCENTCOM). Specifically, the Senior Intelligence Business Systems Analyst will support the Intelligence Directorate (G-2) within the continental United States (CONUS) and outside the continental United States (OCONUS). The G-2 provides timely, accurate, and relevant multi-discipline, multi-function intelligence support tailored to the USCENTCOM AOR for the COMUSMARCENT, staff and subordinate units in order to (IOT) assist in the Command's decision making and staff actions for MARCENT's component responsibilities and Title 10 service obligations. MARCENT G-2 also coordinates with Higher, adjacent, and relevant supporting agencies.
Responsibilities
  • Serve as the Senior Intelligence Business Systems Analyst with responsibility for assisting in the planning, development, and coordination of intelligence planning, technical knowledge and training requirements within the MARCENT
  • Provide analysis and input on the application of intelligence and plans related IT applications within the operational environments, high-level functional systems analysis, design, integration, documentation and implementation advice on exceptionally complex problems that need extensive knowledge of the subject matter for effective implementation
  • Participate as needed in all phases of requirement development with emphasis on the planning, analysis, testing, integration, documentation, and presentation phases
  • Support Intelligence, Surveillance and Reconnaissance (ISR) platforms and All-Source Analysis
  • Plan and coordinate intelligence IT support to MARCENT planning efforts within the CENTCOM AOR
  • Coordinate with CENTCOM, component commands, and Joint Staff intelligence planners
  • Advocate for Marine Intelligence interests to CENTCOM and the intelligence community at planning meetings and conferences
  • Draft and/or review MARCENT intelligence related annexes and appendices for publication
  • Provide oversight and coordination for Joint Staff, CENTCOM, and MARCENT taskers
  • Work closely with MARCENT and service planners, Marine Corps Intelligence Activity (MCIA) and Headquarters Marine Corps Intelligence Department (HQMC I-Department)
  • Perform duties as G2 liaison to the USCENTCOM Intelligence Directorate (CCJ2) plans and International Programs.
  • Support the G2 in the production, analysis and dissemination of specialized intelligence products in support of all plans and related activities
  • Conduct analysis of all-source intelligence, develop intelligence methods, and use various data collection platforms to improve processes
  • Provide support to the development of plan specific intelligence briefings, emerging threat briefings, special Threat Vulnerability Assessments (TVA), and intelligence information papers for the Commanding General and the primary staff
  • Assist in the execution of plans in the context of combatant commands' priority intelligence planning efforts
  • Prepare and coordinate plans, schedules, directives, and reports
  • Develop, prepare, explain, brief and coordinate plans, schedules, directives, and reports
  • Provide intelligence discussions and Joint Professional Military Education (PME) at conferences and working groups
  • Support Joint Intelligence Preparation of the Operational Environment (JIPOE)/Intelligence Preparation of the Battlefield (IPB) production covering the full range of military operations, military planning and joint operations with major command staff activities
  • Support development of command priority intelligence requirements
  • Provide intelligence support to MARCENT Training Support Center and exercises

Education & Certification

Work Location

  • Travel: Contractor personnel must support the projected travel in support of government requirements to MARCENT AOR and supporting locations, which includes but not limited to the following countries: Bahrain, United Arab Emirates (UAE), Saudi Arabia, Jordan, Egypt, France, Germany, United Kingdom, Oman, Qatar, Kuwait, Iraq, Israel, Afghanistan, Syria, Lebanon, Yemen, Pakistan, Turkmenistan, Uzbekistan, Kyrgyz Republic, Tajikistan, Kazakhstan, Djibouti, Cyprus, Turkey, Italy, and Greece. The ideal candidate will be available for travel on less than 24 hours-notice to support personnel recovery and training for forward deployed forces. The ideal candidate will possess the ability to execute OCONUS travel throughout the Central Command (CENTCOM) AOR.
