Job Description

Proposed Work Location: Census Bureau Headquarters, Suitland, Maryland

SNAP is pursuing a contract with the U.S. Census Bureau to provide an experienced Sr. Test Manager. The preferred candidate will possess Census Bureau experience, excellent people and
leadership skills, and great communication and presentation skills. This position will lead and will serve as a mentor for a team of Test Managers on a large program supported by more than 100 full-time employees.

The selected candidate will perform the following duties (this is not a comprehensive list of all duties to be performed):

  • Develop test strategies for testing IT systems and applications for Decennial Programs and Operations.

  • Define and develop test programs, test plans and test procedures.

  • Provide input and coordination to the technical delivery process of software components for testing and validate environments are available for integration.

  • Validate the approval of project requirements and verify integration testing activities for IT systems and applications.

  • Collaborate with software, system developers and Government Technical staff.

  • Conduct the following types of software testing with developers and stakeholders to ensure IT systems and applications are developed in accordance to documented software design specifications and requirements.

  • Functional Testing; Interface Testing; Integration / Thread Testing; System Testing;
    Performance Testing; Load / Stress Testing; Usability Testing; User Acceptance
    Testing; Regression Testing; Security Control Testing; Section 508 of the
    Rehabilitation Act of 1973 Testing.

  • Participate, as directed, in an end-to-end test of systems and infrastructure prior to the start of the 2020 Census. The end-to-end tests shall provide a means for verifying that data are captured, stored, exchanged, and retrieved correctly amongst all modes and with systems slated for use in the 2020 Census.

  • Evaluate system interoperability, system reliability, and the level to which the system meets program and operational requirements.

  • Conduct testing through the use of government provided tools and equipment.

  • Conduct test of automated questionnaires on mobile devices (e.g., iOS, Android, etc.) and/or laptops.

  • Conduct manual and/or automated software testing.

  • Test languages conversions from English to other languages (e.g. Spanish, Chinese, Korean).

  • Review test results with project and development team.

  • Extensive knowledge in testing methods and tools.

  • Experience using automated testing tools

Education/Certifications

  • Bachelor's degree in a related field plus a minimum of 5 years of related experience
