JOB SUMMARY

Single point of accountability for the entire 5-year BPA across all three program offices. Owns cost, schedule, quality, and the federal client relationship. Must be a federal financial management PM - not an IT PM.

ESSENTIAL DUTIES / RESPONSIBILITIES

  • Single point of accountability for the entire 5-year BPA across all three program offices
  • Owns cost, schedule, quality, and the federal client relationship

MINIMUM QUALIFICATIONS

  • Bachelor's in Business, Finance, Accounting, or Public Administration (Master's preferred)
  • PMP required; CGFM or CDFM strongly preferred
  • 12+ years federal professional services; 7+ years as PM on federal FM, CFO-office, or advisory engagements
  • Direct past performance managing at least one multi-year federal BPA or IDIQ ≥ $5M annual across multiple workstreams
  • Working knowledge of OMB Circulars A-11, A-123, A-136; GAO Green Book; FMFIA
  • Experience managing on-call / retainer / IDIQ surge staffing models
  • Public Trust minimum; Secret clearance preferred

PREFERRED QUALIFICATIONS

  • NOAA, DOC, Treasury, HHS, or SBA CFO-shop past performance
  • Prior PM role on an A-123 assessment engagement
  • Familiarity with NOAA OCFO ordering practices and multi-domain federal IDIQs
