    Purpose of Job:

    Provide effective leadership and oversight of regulatory functions by demonstrating ownership, acting with empathy, proactively ensuring adherence to compliance requirements while advocating for seamless, customer-focused cargo movement.


    Main Duties and Responsibilities:

    1. Develop a deep understanding of all aspects of regulatory to ensure compliance & reduce ย  ย regulatory related expenditures.
    2. Ensure compliance with regulatory agencies such as the PR Tax Department, USDA, CBP, US Census Bureau & Dept of Homeland Security.
    3. Maintain a framework that is driven by a โ€œgeneralist structureโ€ to ensure all team members are cross trained in all aspects and functions related to regulatory.
    4. Develop processes that will allow the generalist to become more productive and efficient considering building consistency among all port locations regarding regulatory functions.
    5. Research and resolve regulatory issues as they arise supporting both internal and external customers.
    6. Act as a liaison between company and regulatory agencies.
    7. Schedule work hours to support business requirements keeping overtime within or below budget.
    8. Maintain comprehensive understanding of all regulatory requirements and provide guidance and training to our customers and business units to increase knowledge and minimize risk.
    9. Work closely with the Shipment Services Department to ensure shipments are accurately documented so they may be transmitted in a timely manner to Regulatory agencies.
    10. Identify areas of potential issues & develop corrective action steps to ensure proper compliance.
    11. Prepare Self-Disclosure Letters to the U.S. Census Bureau or Mitigation Letters to U.S. Customs and Border Protection as required for consideration in preventing fines and penalties.
    12. Promote teamwork integration through clear understanding of interdepartmental needs and expectations between all terminal locations.
    13. Maintain KPIโ€™s for analysis of areas where improvement is needed.
    14. Frequent individual and team discussions to identify career development goals, opportunities to improve, share ownership, challenge, empower, and keep line of communication open.
    15. Partner with other port locations to ensure accurate vessel reconciliation in our BOS (Back Office System) and TOS (Terminal Operation Systems) to ensure accuracy of documentation for governmental/regulatory agencies requirements.
    16. Work on ad-hoc projects/initiatives as needed.

    Secondary Duties and Responsibilities:ย 

    1. ย Assists the Company in any necessary duties to achieve Company goals.
    2. Performs other related duties as assigned.ย 
    3. Adherence to the Integrated Management System that covers Quality, Environmental, and Safety ISO ย  ย ย (International Organization for Standardization) certifications

    Authority/Judgment/Disclosure/Financial Responsibility:

    Little or no direct supervision. ย A wide choice in selection, development and coordination of methods within broad framework of general policies.

    Judgment Decisions:

    Mistakes and errors in judgment are serious in nature, causing considerable loss of money, production time, or adversely affecting customer relations.

    Disclosure of Information Selections:

    • This position involves regular work with some information of major importance, which if disclosed may be detrimental to the company's interests.

    Skills:

    • Minimum of 5 years of experience in transportation related business required.
    • Experience with State and Federal transportation procedures; Customs, USDA, โ€œHaciendaโ€, OSHA, USCG and PRDA preferred.
    • Bilingual English/Spanish preferred.ย 
    • Superior interpersonal and communication skills.
    • Strong analytical and problem-solving ability.
    • Ability to effectively manage multiple priorities
    • Ability to create and maintain relationships with internal and external business partners.

    Education:

    • Bachelors Degree in business or related equivalent field experience and/or combination of experience and education required.
