Duties & Responsibilities:

  • Project & Capstone Exercise Lead will serve as both the Project Lead and as the Capstone Exercise Lead and as an instructor for lesson blocks associated with the exercise.
  • Be responsible for all requirements listed under specific tasks.
  • Project & Capstone Exercise Lead will provide day-to-day management of all personnel on the task.
  • Project & Capstone Exercise Lead will act as a conduit between the off-site program manager and the government.
  • Bring performance issues to the attention of the employee when required and escalate to the off-site project manager, as needed.
  • Project & Capstone Exercise Lead will ensure personnel provided under this contract are aware of, and comply with, the communications chain for all issues, including those related to work hours, leave, employment status and/or any other personnel issues.
  • As a member of the Education and Training Support Team, Project & Capstone Exercise Lead will oversee development and publication of the schedule for full-cycle support to the Attache Training Program (ATP) capstone exercise to include Advance Team operations, Training Week for support personnel and Exercise Week execution.
  • Project & Capstone Exercise Lead will liaise with ATP Program Manager regarding personnel assignments and proposed changes.
  • Maintain familiarity with ATP curriculum; ensure training is aligned to current ATP program training objectives and outcomes; work with curriculum personnel and the ATP Program Manager to validate training methods and outcomes.
  • Project & Capstone Exercise Lead will be responsible for direct coordination with outside agencies, synchronize scheduling of meetings/trainings/briefings, maintain current contact information for all points of contact and agencies supporting the capstone exercise, keeping them updated and readily available on the shared electronic filing system.
  • Coordinate with JMAS Training & Education Support Team regarding capstone exercise logistics and administrative support; identify potential challenges to exercise execution and relay to JMAS Senior Leadership in a timely manner.
  • Project & Capstone Exercise Lead will review all educational resource materials associated with the capstone exercise (letters, documents, newsletters, augmenting learning resources etc.) before each class iteration.
  • Coordinate with exercise Role Players and JMAS Faculty/Staff before and during each exercise iteration; assess the performance of the Role Players against learning objectives and provide the respective JMAS Contracting Officer Representative (COR) or, in the case of Reservist Role Players, the JMAS Education & Training Support Team Leader, with feedback.
  • Project & Capstone Exercise Lead will oversee and manage capstone exercise communications to include management of scheduled and ad hoc meetings; serve as conduit between JMAS Senior Leadership and exercise participants.
  • Conduct faculty pre-briefs and after-action reviews within 10-days of exercise execution and completion.
  • Maintain the exercise folder in accordance with JMAS policy and procedures. Report information meeting JMAS Commandant's Critical Information Requirements, in accordance with procedures.
  • Project & Capstone Exercise Lead will advise JMAS senior leaders, including the Commandant, of any training program changes; logistical, compliance, or administrative problems; risk; opportunities; or other issues requiring government oversight or decision; provide recommended courses of action.
  • Project & Capstone Exercise Lead will actively support ongoing JMAS accreditation activities through participation on assigned accreditation committees and/or working groups and attendance at JMAS curriculum reviews; understand and support accreditation efforts by Council on Occupational Education (COE), International Association of Continuing Education and Training (IACET), American Council on Education, and potentially others deemed critical by the JMAS Board of Governors.
  • Perform other duties as assigned.

Knowledge, Skills, and Abilities (KSAs):

  • Ability to lead, mentor, and direct personnel, ensuring exercise objectives are met and performance issues are addressed appropriately.
  • Skill in planning, coordinating, and executing complex training exercises, including scheduling, logistics, and risk mitigation.
  • Expertise in facilitating training sessions, reviewing lesson materials, and ensuring exercises meet program objectives and learning outcomes.
  • Ability to liaise effectively with government and external agencies, maintaining clear communication and acting as a conduit between leadership and participants.
  • Capability to anticipate challenges, identify risks, and recommend actionable solutions to ensure exercise success.
  • Skill in maintaining accurate records, reviewing educational resources, and adhering to established policies and procedures.

Minimum/General Experience:

  • The Project/Capstone Lead requires ten (10) years' experience in Department of Defense environments, and a minimum of two (2) years' experience as a JMAS instructor.
  • At least one complete and successful tour as an Attache, Defense Liaison Officer / Assistant Defense Attache, Operations Coordinator (OPSCO) or Operations Coordinator Non-Commissioned Officer (OPSNCO).

Minimum Education:

  • Bachelor's degree in any discipline
