Affordable Programs Manager
Capstone Real Estate Services, Inc. has a fantastic and unique opportunity within our corporate office team working in our Compliance Department at Austin, TX.
Inherent to the duties of this position is competency in programs defining the compliance function within the context of all affordable programs including, but not limited to, the Housing Tax Credit (HTC), Tax Exempt Bond (Bond), HOME Investment Partnership (HOME), Housing Trust Fund (HTF), Community Development Block Grant (CDBG), Affordable Housing Disposition (AHDP), Project Based Section 8 (PRS8), and Public Housing (PH) programs.
The Affordable Programs Manager will coordinate the company's internal audit and HUD audit procedures for assigned programs and projects, and provide in-house expertise and guidance for assuring assigned aspects of affordable housing compliance are met. Coordination of information and recommendations to internal and external contacts will be provided in a timely manner. The Affordable Programs Manager has assigned oversight responsibilities for the implementation and monitoring of assigned aspects of affordable housing programs, to include, but not limited to, HTC, BOND, HTF, HOME, CDBG, AHDP, PBS8, 811 and PH programs. The Affordable Programs Manager will organize and oversee the proper preparation and response actions to all required HUD state, syndicator, lender and owner file reviews and responses. The Affordable Programs Manager will also assist in the preparation of Rental Information Schedules, preparation and submission of Annual Owner Compliance Reports, and will conduct eligibility file reviews as assigned by the Director.
  • Oversee all onsite and remote agency, syndicator, and lender file audits and responses for HUD programs.
  • Track all MOR and REAC audits for managed and Compliance Services properties.
  • Prepare properties with HUD funding for upcoming on-site and remote file audits.
  • Responsible for corrective action for both MOR and REAC audits.

The following skills, knowledge and personal characteristics are desirable for job success:
  • College degree or combination of advanced education and experience
  • Minimum 3 years experience working in HUD / LIHTC environment
  • Demonstrated expertise in general bookkeeping/accounting procedures
  • Advanced communication skills, especially technical writing
  • Experience with Microsoft Office Suite (Word, Excel, Access, PowerPoint, etc.)
  • Detailed knowledge of IRS Section 42 and Section 8 HUD regulations
  • Multifamily or commercial real estate designations
  • Detail-oriented
  • Self-motivated, requiring little supervision
  • Conscientious
  • Punctual
  • Demonstrates high standards of integrity and ethics

CRIMINAL HISTORY RECORD

Also, it is Capstone's policy to not employ individuals who have any criminal history not disclosed by the applicant on the employment application. In special situations, we may make exceptions to the "no criminal history" policy, depending on the nature of the crime, how many years ago the crime occurred, the total number of crimes committed and other factors. Moving traffic violations will not be considered except for reckless driving, driving while intoxicated or excessive red light or speeding violations.
