Koniag Operations Services, LLC Koniag Government Services company, is seeking an experienced and results-driven Program Manager to oversee and manage task order execution in a government contracting environment. The ideal candidate is a seasoned leader with a proven track record of managing diverse services support teams, ensuring contract deliverables are met in accordance with Statement of Work (SOW) objectives, and maintaining operational and financial accountability. This position requires strong leadership, organizational, and communication skills, as well as demonstrated experience working with cost-type contracts in a federal government setting.

 

Essential Functions, Responsibilities & Duties may include, but are not limited to:

The Program Manager will be responsible for the full lifecycle management of assigned task orders, ensuring all SOW requirements are executed effectively, on schedule, and within budget. Principal responsibilities will include but are not limited to:

  • Manage task order execution to ensure all SOW requirements are carried out in accordance with specified objectives, performance standards, and contractual obligations.
  • Plan and develop methods and procedures for implementing work across all applicable labor categories and functional areas.
  • Direct and coordinate tasks across the program, exercising appropriate oversight and control over personnel responsible for SOW execution.
  • Select and assign personnel based on relevant knowledge, skills, and experience to ensure optimal team composition and performance.
  • Communicate clearly and consistently with employees to explain task order responsibilities, set performance expectations, and provide guidance and direction.
  • Oversee and evaluate employee performance, providing feedback and taking corrective action as necessary to maintain program standards.
  • Review reports and records of activities on a regular basis to assess progress toward specified objectives, identifying areas requiring adjustment or redirection.
  • Modify or change methodologies and approaches as required to redirect activities and ensure program objectives are met.
  • Prepare and submit program status reports, performance metrics, and other required documentation for government customers and internal leadership.
  • Control expenditures in accordance with budget allocations, monitoring costs and ensuring compliance with cost-type contract requirements.
  • Serve as the primary point of contact for task order-related matters, maintaining strong and productive relationships with government customers, subcontractors, and internal stakeholders.
  • Ensure compliance with all applicable government regulations, contract terms, and company policies throughout the period of performance.

Education and Experience:

Required:

  • A minimum of five (5) years of experience in building and managing diverse services support teams utilizing labor categories consistent with the task order.
  • Demonstrated technical program management experience in a government contracting environment working with cost-type contracts.

Desired:

  • Certificate in Project Management (e.g., PMP or equivalent) is desirable.
  • Certificate or training in Lean Principles or process improvement methodologies is desirable.
  • Bachelor's degree in Business Administration, Management, or a related field is desirable.

 

Required Skills and Competencies:

  • Proven ability to manage task order execution in a government contracting environment, ensuring SOW compliance and achievement of program objectives.
  • Strong leadership skills with demonstrated experience directing, coordinating, and overseeing diverse services support teams across multiple labor categories.
  • Experience with cost-type government contracts, including budget management, expenditure control, and financial reporting.
  • Ability to plan and develop implementation methods and procedures for complex, multi-disciplinary programs.
  • Strong personnel management skills, including staff selection, performance oversight, and corrective action as needed.
  • Excellent written and verbal communication skills, with the ability to clearly convey program status, requirements, and expectations to employees, leadership, and government customers.
  • Demonstrated ability to review program reports and activity records, assess progress, and adjust methodologies to redirect efforts and achieve objectives.
  • Proficiency in preparing and delivering program status reports and documentation for both internal and government stakeholders.
  • Strong analytical and problem-solving skills with the ability to identify issues and implement effective solutions in a dynamic environment.
  • Ability to work effectively under pressure, managing multiple priorities and deadlines simultaneously.

 

Desired Skills and Competencies:

  • Project Management Professional (PMP) certification or equivalent project management credential.
  • Familiarity with Lean Principles, process improvement methodologies, or related frameworks (e.g., Six Sigma).
  • Prior experience managing programs or task orders within a Navy or broader DoD environment.
  • Knowledge of Federal Acquisition Regulation (FAR) and Defense Federal Acquisition Regulation Supplement (DFARS) as they apply to cost-type contract management.
  • Experience with Earned Value Management (EVM) or similar program performance measurement methodologies.
  • Familiarity with workforce planning and labor category management within a government services contracting context.
  • Experience managing subcontractor relationships and performance within a prime contractor environment.
  • Proficiency in standard project management and office productivity tools (e.g., Microsoft Project, Microsoft Office Suite).

Clearance Requirement:

  • Active security clearance or the ability to obtain and maintain a required security clearance is a plus.
