Reviews, analyzes, and evaluates user needs to create systems solutions that support overall business strategies. Documents system requirements, defines scope and objectives, and creates system specifications that drive system development and implementation. Incumbents function as a liaison between IT and users and have both business and technical expertise.
Duties:
  • Provide Application Analyst Support in the Client IT Development Group to support Point of Sale application Retail System Software (RSS) Enterprise,
  • Provide business technical support of Client mission critical enterprise application RSS, in handling maintenance/expansion projects, including bi-annual price change updates.
  • Coordinated day-to-day Project Management tasks of ServiceNow Management Tool (Incident, Problem, Knowledge, Change) including SOX Compliance documentation in (SIA, Release) TSLC Artifacts Library.
  • Lead activities of Software Developers in analyzing, documenting, providing technical support of application troubleshooting and incident resolution listed in ServiceNow.
  • Coordinate day-to-day tasks to analyze transactional data, technical support issues, data files, credit/debit transactions, leverage knowledgebase to resolve incidents, implement solutions, develop structured job aids, and develop customer service relationships with 3rd party vendors.
  • Performed SQL Queries (selects, updates, and deletes), data manipulation, transaction locking techniques, table definitions, and use of indexes.
  • Provide deliverable/task estimation for effort (work) and duration of project.
  • Provide functional expertise during SDLC AGILE development and testing of maintenance or code configuration changes.
  • Assist with software deployments by configuring application customizations, design or script application testing principles, recreate system failures, and able to analyze application faults and system logs.
  • Support maintenance releases for services and technology solutions to be operable in the Postal Service Technical Environment; maintenance releases included hardware, software, network, and database management system (DBMS) upgrades.
  • Review user requirements documentation; assisted in development of test plans; developed test data used in performing tests; and transformed test plans into test scripts.

Knowledge:
  • In-depth knowledge of ALM Tool to create and track defects, business case to write AGILE Stories, submit business proposals for ITIL continual process improvements.
  • Familiarity of .Net framework, XML, C#, MS Visual Studio, Networking, Security, POS Hardware, Microsoft System Internal, NCR Peripheral, Vmware.
  • Knowledeg of Agile Methodology practices
  • Business level of organizational, analytical, reasoning and problem-solving skills.

Additional Required Skills/Experience:
  • Minimum of 10-12 years' experience, in technology or software development preferred.
  • A degree from an accredited College/University in the applicable field of services is required. If the individual's degree is not in the applicable field, then four additional years of related experience is required.
  • Typically performs all functional duties independently.
  • Note: Special credentials (licenses and/or certifications) may be required at the Task Order level on a case-specific basis.

Additional Provisions:
  • Must be able to obtain a Position of Public Trust Clearance
  • Pass both a client mandated clearance process to include drug screening, criminal history check and credit check.
  • Once candidate's resume is approved and interview passed, the agency is responsible for providing drug screening. Failure to submit the drug screening results will delay the security clearance process.
  • If a candidate is given an interim clearance, continuation of employment is then based on the candidate receiving a sensitive clearance.
  • All candidates must be a US Citizen, or have permanent residence status (Green Card)
  • Candidate must have lived in the United States for the past 5 years.
  • Cannot have more than 6 months travel outside the United States within the last five years. Military Service excluded. (Exception does not include military family members.)
  • All overtime must be pre-approved in writing by the client manager or his/her designated representative.
  • Agency will not be reimbursed for overtime charges without previous written authorization. Authorized overtime will be reimbursed at straight time.
