Position at The Port Authority of NY & NJ
About the Role
Reporting to the Chief and Deputy Chief of Construction under the supervision of the Principal Business Manager, the successful candidate will be responsible for managing a wide range of human resources and administrative functions for the Construction Management Division as well as leading and overseeing all business management, clerical, timekeeping, and office support staff, managing workload and performance, and promoting an efficient, effective, and cohesive work environment in support of the facility's business priorities. This position is located at Port Authority Technical Center, 241 Erie St., Room 238, Jersey City, NJ 07310.
Responsibilities
  • The Staff Business Manager will be responsible for, but not limited to: Assisting the Principal Business Manager in the centralized administrative and management oversight for the department, ensuring compliance with organizational policy and guidelines.
  • Including but not limited to Human Resources and administrative programs and processes as they relate to staffing transactions (i.e., new hire of employees and contractors, staff onboarding/offboarding, separation notices, etc.), tuition assistance, vacation, sick absence, leaves of absence, training, outside employment, in-grade increases, etc.
  • Acting as the Division's liaison for the PeopleSoft and SAP programs including reviewing and processing requests to activate, change and deactivate accounts. Reviewing and approving Purchase Orders, Payment Requests, Service Entries, etc. through SAP System
  • Division's IT Coordinator managing office and technology equipment needs for staff via the TECNOW Service Portal, including but not limited to maintaining inventories, administering technology projects, and preparing reports, etc.
  • Division's Liaison with Building Services responsible for coordinating all office space and card access requests and Commuter Benefits Program Coordinator for the Division.
  • Assist with general oversight of timekeeping and payroll, as well as supervision of administrative staffAssist and support staff who process business travel utilizing ADTRAV, as well as preparing Business Trip Authorizations and Expense Accounts via SAP Travel Management
  • Assist Principal Business Manager with preparation of the annual departmental budget, including monitoring monthly expenditures, creating and tracking reports, as needed
  • Assist Principal Business Manager administering Agency Year-End Programs (i.e., Perfect Attendance, Sick Incentive, Vacation Exchange Programs, Vacation Carryover, etc.); the Department's Annual Vacation Audit; etc.
  • Performing other related duties and assignments as required by the Principal Business Manager and providing coverage during periods of absence
  • Handling other administrative duties and special projects assigned by Chief, Deputy Chief of Construction, and Principal Business as needed.

Minimum Qualifications
  • Candidates must present the following qualifications to be considered eligible for this position:
  • Bachelor's degree in business management or related field from an accredited program.
  • In lieu of a degree, a minimum of three (3) years of progressively responsible experience managing administrative or other business processes.
  • Applicants must meet all performance and attendance standards and have completed all probationary periods at time of appointment to position.

  • Ideal candidates will present the following profile: Completion of the Aspiring Business Managers Program or the Business Manager Skills Master Program is preferred.
  • Extensive knowledge of Port Authority policies and procedures, specifically as they relate to human resources management.
  • Excellent organizational skills.
  • Knowledge of businesses and operations of the agency.
  • Knowledge of Reflective Performance Management.
  • Knowledge of Jobvite for Recruiting.
  • Demonstrated ability to work independently as well as a Team.
  • Demonstrated ability to prioritize assignments, handle multiple tasks simultaneously and meet established deadlines.
  • Demonstrated ability to interpret and communicate complex information accurately and clearly;
  • Demonstrated ability to exercise good judgment and discretion in handling confidential information;
  • Demonstrated experience in problem solving and handling conflict resolution;
  • Demonstrated ability to communicate effectively, both verbally and in writing;
  • Excellent interpersonal skills, including demonstrated experience interacting effectively with all levels of staff, both within and outside the department; and Demonstrated experience with PeopleSoft, SAP, and the Microsoft Office Suite.

Compensation, Benefits & On-Site Collaboration Requirements:
In accordance with the Port Authority policy, this position permits employees to work remotely a maximum of one day per week. In person collaboration is essential to how the Port Authority conducts business, and regular in-office days or team collaboration days may be required on business needs.
The Port Authority of New York and New Jersey anticipate that the actual salary offered to a successful candidate will depend on aspects such as experience, knowledge, skills, abilities, and internal factors.
The expected compensation range for this role is: Minimum: $66,482 Mid: $86,436 Maximum: $106,392
