Responsibilities
Project Overview:
The Capture Director at REI Systems is a high-impact leadership role driving strategic growth across federal civilian agencies including GSA, Treasury, USDA, Commerce, OCC, and USPTO.
We are seeking a GSA-focused Capture leader / SME with deep expertise in MAS and federal acquisition IDVs, capable of shaping winning strategies and strengthening REI's position in the federal market.
This role leads capture efforts for complex opportunities typically exceeding $50M (with a focus on $100M+ pursuits), owning strategy, pipeline growth, and cross-functional execution while partnering closely with executive leadership to drive competitive positioning and successful contract awards.
Position Overview:
The Capture Director leads capture efforts for large federal opportunities (over $50M), owning the full lifecycle from opportunity identification through award.
This role is responsible for developing capture strategies, managing cross-functional teams, and ensuring successful proposal outcomes, with direct impact on REI's growth and pipeline expansion.
Key Responsibilities:
  • Lead and manage cross-functional capture teams for high-value pursuits
  • Develop and execute capture strategies, win themes, and action plans
  • Own the full capture lifecycle from shaping through award
  • Drive stakeholder engagement and executive alignment
  • Lead competitive intelligence, Black Hat sessions, and positioning
  • Partner with proposal teams to execute winning strategies
  • Develop and manage teaming and partner strategies
  • Oversee capture budgets and resource allocation
  • Mentor capture professionals and enhance capture processe

AI-Focused Responsibilities:
  • Leverage AI tools for market intelligence, research, and opportunity analysis
  • Accelerate capture activities using AI-enabled insights and automation
  • Develop capture artifacts (call plans, win themes, storyboards) using AI support
  • Integrate AI insights into capture strategies while ensuring quality and accuracy
  • Champion AI adoption across the capture team

Qualifications
Basic Qualifications:
  • 15+ years of experience in Federal government contracting within GSA, OCC, USPTO, Department of Commerce, Department of Treasury, USDA, and other federal civilian customers
  • 8+ years of experience as a Capture Manager, leading successful pursuits
  • Proven experience capturing federal opportunities valued over $50 million, particularly in the Federal civilian market
  • Deep expertise as a GSA SME, including experience with MAS and federal acquisition IDVs, and strong knowledge of GSA procurement processes
  • Strong interpersonal communication skills, with the ability to influence stakeholders and build relationships
  • Demonstrated team leadership experience, with the ability to lead cross-functional teams
  • Project management skills, with a track record of managing complex capture efforts
  • Established relationships in the Federal government and contracting community.

Preferred Qualifications:
  • Experience in organizational process improvement and process design.
  • Proficiency with Salesforce CRM systems, including using and improving them for capture management.
  • Highly proficient in the MS Office suite (Word, Excel, PowerPoint, etc.).
  • Strong skills in metrics and performance management, with the ability to track and report on capture success.
  • Experience with Agile business process management and continuous improvement techniques.

Education: Bachelor's Degree in Business, Information Technology, Computer Science, or another technical related field.
Clearance: Ability to obtain and maintain a clearance is preferred.
Location: Hybrid (One day per week or as needed in the REI SYSTEMS Sterling VA Office).

$190,000 - $240,000 base salary + performance-based bonus/incentives
