IT Business Analyst 4 Job Description
Under limited supervision, analyzes customer business needs & participates in the planning, design & implementation of new or enhanced systems. Establishes standards & procedures to be used in the development of systems.
The position is responsible for interfacing with the business unit to review requirements, lead JAD sessions, schedule meetings, prepare test plans, and create System requirement documents for use by system analyst to produce detail design documents for specific projects.For applications supported by DHS Office of Information Technology (OIT), the Business Analyst current focus and the workload includes but not limited to:
  • Creating and maintaining thestrategic partnership between Business needs and Technology delivery inOIT
  • Developing businessrequirements and related business rules based on the needs of variousDivisions and supported Agencies.
  • Working closely with thebusiness users and Applications Leads in the definition, testing,training, implementation, and support of these applications as it relatesto OIT.
  • Identifying requirements viaindustry standard analysis techniques such as data flow modeling, workflowanalysis, and functional decomposition analysis.
  • Soliciting requirementsthrough interviews, workshops, and/or existing systems documentation orprocedures.
  • Participate in daily stand-upmeetings with both OIT and Business Partners to facilitate theunderstanding, clarification, and implementation of requirements.
  • Meets with project team(s)regularly to review project deliverables and deadlines.
  • Provides single point ofcontact for assigned projects.

  • Bachelor's Degree in Computer Science, IT, MIS, Engineering, or related fields.
  • Experience as a BA/QA Analyst.
  • Experience across the SDLC, including requirements, design, development, testing, documentation, training, deployment, operations, support, and maintain.
  • Ability to work well with business unit SME's, Business Analysts, vendors, and end users in cross-functional teams.
  • Extremely detail oriented, organized, structured, analytical, and logical, strong problem-solving skills.
  • Track record of meeting or exceeding client expectations, personal performance expectations, and achieving project goals.
