Job description

This is a re-advertisement. Previous applicants will still be considered and do not need to reapply.
This is a non-supervisory, mid-level professional position responsible for advising schools and departments on how to organize their finances. Prepare annual and special reports and evaluate budget proposals. Analyze data to determine the costs and benefits of various programs and recommend funding levels based on their findings. Recommend budgeting methodologies to ensure public funds are allocated properly. Position has significant independence in conducting budget studies and analysis.
ESSENTIAL FUNCTIONS:
  • Serves as a consultant, advisor, and assists principals as well as department leaders with suggestions regarding how to accomplish budgetary goals while staying in compliance with various regulations, laws, and mandates to develop and maintain school/departmental budgets that align with schools educational plans or departmental goals. Also acts as customer service representative providing both group and one-on-one training regarding budgeting techniques.
  • Analyzes the fiscal impact of proposed policy/procedure changes, regulatory changes, and legislative proposals.
  • Assists Directors with analyzing proposed plans and find alternatives if the projected results are unsatisfactory.
  • Monitor spending to ensure that it is within budget.
  • Determines financial resources needed to implement certain programs.
  • Estimate future financial needs and implements various budgeting, finance and accounting regulations affecting the district.
  • Annual preparation of various documents for submission to the Public Education Department (PED) and other agencies including Budget Adjustment Requests.
  • Prepare updates to data for the annual budget document as prescribed by the International Association of School Business Officials (International ASBO) and/or Government Finance Officers Association (GFOA).
  • Assists with preparation of supporting documentation and budget presentations to various committee and community meetings. This includes but not limited to Board of Education, Budget Steering Committee, Superintendent Leadership team.
  • Assists directors or supervisors with budget development and long-range financial planning for clients within the district.
  • Maintains professional competence through individual and staff training, in-service educational activities, and self-selected professional growth activities.
  • Analyzes the fiscal impact of proposed policy/procedure changes, regulatory changes, and legislative proposals.
  • Maintains automated budgeting systems to include a database of budget requests, various budget spreadsheets, and the position control protocol.
  • Provides assistance to auditors and fulfill public requests as required.
  • Performs additional duties as assigned.

PREFERRED KNOWLEDGE, SKILLS, ABILITIES AND EXPERIENCE:
  • Advanced business math skills, accurate data entry and proofreading skills.
  • Flexibility, organization, decision-making and problem solving skills.
  • Interpersonal skills with diverse populations in-person and on the telephone.
  • Ability to meet deadlines, work in multiple projects and coordinate the work of others.
  • Experience with the development and utilization of database queries and reports.
  • Ability to make presentations and simplify technical financial materials and finding for lay audiences.
  • Knowledge of business and management principles involved in strategic planning, resource allocation, human resources modeling, leadership technique, production methods, and coordination of people and resources.
  • Knowledge of procedures and systems such as word processing, managing files and records, designing forms, and other office procedures and terminology.

REQUIREMENTS:
  • Bachelor's degree in Finance, Accounting, Business or related field and five years of experience in fiscal analysis, budget analysis or budget management in a public entity (education or governmental) or fund accounting environment.
  • OR Secondary coursework in financial related field and nine years of experience in fiscal analysis, budget analysis or budget management in public entity (education or governmental) or fund accounting environment.
  • Intermediate Excel skills including financial, statistical, and lookup /reference functions.
  • Advanced business math skills, accurate data entry and proofreading skills.
  • Knowledge of budgeting and/or accounting principles and procedures;
  • Knowledge of principles and processes for providing customer and personal services. This includes customer needs assessment, meeting quality standards for services, and evaluation of customer satisfaction.
  • Ability to communicate effectively orally and in writing and support effective partnerships with operating officials and other employees.
  • Ability to conduct research and gather information, develop, recommend and implement strategies.
  • Ability to prepare comprehensive reports and present ideas, both orally and in writing
