Job Summary
The Utility Billing Clerk performs a variety of administrative and customer service duties supporting the accurate processing of utility transactions and financial operations. This position assists with utility billing, payment processing, account maintenance, customer service, receptionist duties, and general administrative support for City operations.
Working under the supervision of the Finance Director, this role serves as a critical point of contact for residents while helping maintain the integrity and efficiency of the City's utility billing systems.
Key Responsibilities
Utility Billing & Account Management
  • Process utility applications, payments, and account changes
  • Prepare and issue utility bills by gathering and verifying billing data
  • Receive and process payments for utility bills, business licenses, permits, fines, fees, and miscellaneous City accounts
  • Maintain accurate customer account records and update billing information
  • Enter new utility accounts, service terminations, temporary disconnects, and meter changes into the system
  • Ensure accuracy of billing records and customer account data
Meter Reading & Utility Monitoring
  • Complete monthly meter reads and enter meter reading data into billing systems
  • Review account usage and identify potential leaks, meter irregularities, or billing discrepancies
  • Prepare and provide reports to Public Works staff identifying potential issues
  • Research and process billing adjustments related to incorrect billing, meter changes, or customer appeals
Collections & Receivables
  • Monitor delinquent accounts and communicate pending actions to customers
  • Develop payment plans and adjust accounts according to approved agreements
  • Issue late notices, shut-off notices, and coordinate service changes with Public Works staff
  • Assist with collections activity, including small claims actions when necessary
Accounts Payable & Financial Support
  • Assist with accounts payable duties including coding expenses and invoice entry
  • Perform daily reconciliation of receipts and deposits
  • Prepare daily bank deposits and maintain accurate financial records
  • Support accounting processes and maintain compliance with internal controls
Customer Service & Administrative Support
  • Serve as front office support by answering phones and assisting walk-in customers
  • Respond to inquiries regarding utility services, billing, City operations, and programs
  • Process ACH payments and phone payments
  • Compose correspondence, maintain records, scan documents, file records, and support office operations
  • Assist with business license processing, renewals, and records management
  • Support library operations and general receptionist responsibilities as needed
Required Qualifications
Education & Experience
  • High school diploma or equivalent
  • Additional coursework in bookkeeping, accounting, or a related field preferred
  • Two (2) years of progressively responsible experience in billing, collections, bookkeeping, or customer account management
  • OR an equivalent combination of education and experience
Knowledge, Skills & Abilities
Knowledge of:
  • Basic bookkeeping and accounting principles
  • Utility billing and collection processes
  • Customer service best practices
  • General office procedures and records management
  • Computer accounting applications, spreadsheets, and billing systems
  • Basic mathematics and financial transaction processing

  • Implement utility rate changes and verify billing accuracy

Preferred Qualifications
  • Keyboarding and 10-key proficiency
