This role owns the bid process from initial opportunity review through final proposal submission, including bid document preparation, scope development, cost modeling, manufacturing estimate coordination, proposal packaging, and internal bid reviews.

The Bid Manager will work closely with Sales, Engineering, Design, Procurement, Manufacturing, Project Execution, Finance, and Executive Leadership to ensure each proposal is technically sound, commercially aligned, cost-supported, and executable within manufacturing capacity and schedule requirements.

This position requires strong commercial discipline, manufacturing cost awareness, attention to detail, and the ability to drive timely bid completion in a fast-paced modular solutions environment.

Key Responsibilities

Bid Management & Proposal Development

  • Lead the full bid development process for modular solutions opportunities from RFQ/RFP receipt through final submission.
  • Review customer bid packages, drawings, specifications, scope documents, commercial terms, and proposal requirements.
  • Develop and maintain bid schedules to ensure pricing, technical inputs, clarifications, assumptions, and final proposal documents are completed on time.
  • Prepare complete bid packages, including proposal letters, scope narratives, inclusions, exclusions, assumptions, clarifications, pricing summaries, schedules, and supporting documentation.
  • Ensure proposals are clear, professional, accurate, and aligned with company standards and customer requirements.
  • Coordinate internal bid reviews with leadership prior to submission.
  • Track bid status, open actions, clarifications, pricing progress, and proposal deadlines.

Costing & Manufacturing Estimate Ownership

  • Own the preparation and coordination of project costing for modular manufacturing bids.
  • Work with Manufacturing, Procurement, Engineering, and Estimating to develop material, labor, equipment, subcontractor, freight, testing, commissioning, warranty, and contingency cost inputs.
  • Build and maintain cost models that reflect manufacturing labor hours, production cycle times, throughput assumptions, material requirements, indirect costs, and project-specific risk factors.
  • Validate cost assumptions against current manufacturing capabilities, production line capacity, historical data, and project execution requirements.
  • Support pricing strategy by identifying cost drivers, margin impacts, risk exposure, and opportunities for value engineering.
  • Ensure all pricing inputs are complete and finalized prior to formal bid review and proposal submission.
  • Maintain cost backup, bid files, and estimating documentation for future reference, auditability, and lessons learned.

Cross-Functional Coordination

  • Coordinate with Sales and Business Development to understand customer requirements, commercial strategy, and win themes.
  • Partner with Engineering and Design teams to confirm technical compliance, drawing requirements, product configuration, and modular scope definition.
  • Engage Procurement to validate vendor pricing, long-lead materials, equipment availability, and supply chain risks.
  • Work with Manufacturing leadership to confirm labor assumptions, production methods, shop capacity, schedule feasibility, and execution constraints.
  • Collaborate with Project Execution to ensure proposed schedules, deliverables, and assumptions are realistic and aligned with execution strategy.
  • Support Finance and Leadership with bid margin analysis, revenue forecasts, cash flow assumptions, and approval packages.

Process Improvement & Bid Standardization

  • Develop and maintain standardized proposal templates, bid forms, costing models, scope language, assumption logs, and clarification formats.
  • Create repeatable bid processes that improve speed, accuracy, consistency, and accountability.
  • Maintain a bid library of common scope language, exclusions, customer requirements, product descriptions, and historical cost data.
  • Lead post-bid reviews to capture lessons learned, improve future pricing accuracy, and strengthen proposal quality.
  • Support the development of modular estimating standards, cost codes, bid controls, and proposal governance.

Required Qualifications

  • Bachelor's degree in Construction Management, Engineering, Business, Manufacturing, or related field preferred.
  • 5+ years of experience in estimating, bid management, proposal management, project controls, manufacturing, construction, or modular solutions.
  • Experience preparing technical and commercial bid packages for construction, manufacturing, MEP, data center, industrial, or modular projects.
  • Strong understanding of cost development, labor estimating, material takeoffs, vendor pricing, and manufacturing production assumptions.
  • Ability to read and interpret drawings, specifications, scopes of work, schedules, and contract documents.
  • Strong proficiency with Microsoft Excel, Word, PowerPoint, and bid/proposal management tools.
  • Experience working with ERP, estimating software, Procore, Bluebeam, Microsoft Project, Primavera P6, or Power BI preferred.
  • Strong organizational skills with the ability to manage multiple bids, deadlines, and cross-functional inputs simultaneously.

Preferred Experience

  • Experience in modular manufacturing, prefabrication, MEP systems, data centers, industrial construction, or mission-critical environments.
  • Familiarity with manufacturing labor models, production line planning, cycle times, throughput, and shop capacity planning.
  • Experience developing proposals for HACs, skids, electrical rooms, mechanical modules, cooling systems, power distribution systems, or other modular infrastructure.
  • Understanding of commercial risk, contract terms, pricing strategy, margin development, and executive bid reviews.

Key Competencies

  • High attention to detail and documentation accuracy.
  • Commercial and financial acumen.
  • Manufacturing and execution mindset.
  • Ability to drive deadlines across multiple departments.
  • Strong written and verbal communication skills.
