Job description

The Baggage Handling Systems (BHS) Contract Manager, will oversee the on-site team of Dispatchers and Baggage Handling Systems (BHS) Control Room Operators. These services are performed at the Airport 24 hours a day, seven (7) days a week. This position will be responsible to provide Maintenance Dispatching for Airport Assets and the Operation of Baggage Handling Systems covered by the City of Philadelphia, Department of Aviation Maintenance and Operations License Agreement with PhiliTEC.
Basic Function - As directed by ASG Management and the Consortium Manager or their designee, the BHS Manager will coordinate and directly supervise the schedule and activities of the Control Rooms and Dispatchers. Additionally, they will supervise the activities of the Staff and will be responsible for report generation and archiving. The BHS Manager may also support the Consortium Manager or their designee in preparing reports and trending analysis.
Primary duties include, but are not limited to the following:
  • Coordinate and supervise the schedule and activities of the BHS Operators and Dispatch Staff.
  • Weekly timesheet collection, verification, and data entry into ASG payroll system.
  • Monthly invoices including compilation of backup reports.
  • Maintaining accurate staff records related to PTO (Vacation and Sick Balances)
  • Flexibility to work varying shifts as needed.
  • Be on-call for emergencies outside of scheduled working hours.
  • Interview and screen new BHS Operators and/or Dispatch Staff employees.
  • Maintain personnel and attendance records.
  • Perform the duties of the Dispatcher and/or BHS Control Room Operator when necessary for shift coverage, or short-term coverage for break relief.
  • Train Operator and Dispatch staff.
  • Lead shift coverage schedules, outreach, and coordination of call-outs and scheduled PTO to ensure minimum staffing requirements are met including maintaining logs of such data.
  • Address staff performance, compliance, HR, or administrative issues in conjunction with Management.
  • Attend meetings with Management, PhiliTEC, airport, and airline representatives.
  • Lead and Oversee implementation of contingency plans and address any emergencies situations to direct the team.

Secondary Duties include, but are not limited to the following:
  • Maintain trade union relations and alignment of services with Collective Bargaining Agreement.
  • Seek process improvement and efficiency tactics to implement to improve operations.

Job Descriptions of Staff under Direct Supervision:
  1. BHS Control Room Operator

The role of the BHS Control Room Operator is to constantly monitor the status of the maintained systems and alert Baggage Jam Runners/Manual Encode Operators, Technicians, The Consortium Manager or their designee, and other appropriate stakeholders when situations occur that need their attention. The BHS Control Room Operator shall have a good understanding of the physical system layout and associated controls functionality in order to efficiently manage the baggage flow during the daily operation through the BHS and direct the response staff to the incidents.
The BHS Control Room Operator shall fully understand all the functions of the BHS Control Systems, the System Contingency Plan approved by the Consortium Manager, and how to use these functions to monitor, control/manage the operational control functions of the BHS for dispatching appropriate Mechanics/Technicians to troubleshoot and address system faults.
  1. Dispatcher / Work Order Coordinator:

Dispatcher Basic Function- The Dispatcher is responsible for providing 24/7/365 support for gate systems, the Generator Control Unit (GCU), the EGSE Charging Stations, baggage systems, and facility maintenance. Dispatchers will take calls and dispatch maintenance services as needed, coordinate corrective work actions at the request of the Manager on duty. Serve as the first contact to customers and vendor, Answer phones and enter work orders into CMMS and input required response and WO information into the CMMS (IBM Maximo), and Coordinate the scheduling of technicians when appropriate, and customer service requirements with onsite maintenance personnel.
Needed Skills:
  • 24/7 operations; night and weekend shift work required.
  • Familiarity with a variety of airport operational concepts, practices, and procedures.
  • Ability to handle sensitive documents and proprietary information in a confidential manner.
  • Ability to operate and functionally use a computer.
  • Ability to read and comprehend complicated materials and instructions (English) and be able to communicate both verbally and in writing (English).

Education/Experience Minimum
  • Must have a minimum of five (5) years of experience in a similar role of similar size and complexity of system(s) for Baggage and/or Control room operations.
  • Education and/or experience equivalent to a high school diploma or GED. Advanced higher education degrees also preferred.
  • Familiarity with a variety of the airport's operational concepts, practices, and procedures.
