Job description

Program Manager, Shelter Operations

Avivo Village Central Minnesota – St. Cloud

A proven model. A new community. A rare opportunity to help lead the launch.

Do you know, you have the power to change the course of someone’s life? Avivo employees do this every day, and we want you to join the team. At Avivo, our employees work with utter commitment to their clients, embracing the full person, believing in the dignity of all people.

Avivo is bringing Avivo Village to St. Cloud.

Building on the success of Avivo Village North Loop in Minneapolis, Avivo is opening Avivo Village Central Minnesota, a newly constructed location designed to provide lowbarrier, traumainformed emergency shelter for individuals experiencing homelessness in the St. Cloud area.

We are seeking a Program Manager, Shelter Operations who is excited to help implement an established Avivo Village model while playing a key role in shaping how that model is brought to life in a new community—establishing strong operations, a supportive staff culture, and effective community partnerships from the beginning.

This is a leadership opportunity grounded in a trusted framework, with meaningful influence during program launch and early operations.

Why This Role Is Unique
  • A brandnew Avivo Village location in St. Cloud, opening its doors for the first time
  • A proven, wellestablished shelter model, informed by years of experience in Minneapolis
  • Meaningful leadership presence during program launch, staffing, and operational startup
  • A 32hour work week with fulltime benefits, supporting sustainable and effective leadership

You will not be creating a new model—but you will help ensure it is implemented with care, consistency, and responsiveness to the St. Cloud community.

About the Role

As Program Manager, Shelter Operations, you will oversee the daytoday operations of Avivo Village Central Minnesota, providing leadership to a 24/7 team of frontline shelter staff and ensuring highquality, dignitycentered services for shelter guests.

Key responsibilities include:

  • Lead staff in delivering lowbarrier, traumainformed, wellness and safety focused shelter services
  • Support consistent implementation of the Avivo Village program model within a new location
  • Provide handson, visible leadership during program launch and ongoing operations
  • Supervise, coach, and develop frontline staff across shifts
  • Respond to urgent situations and support staff through crisis response
  • Establish strong communication practices, staffing rhythms, and operational consistency
  • Build and maintain collaborative relationships with local partners, funders, and stakeholders

This role blends people leadership, operational oversight, and onsite presence, particularly during the early stages of the program.

Schedule & Work Expectations

This position is a 32hour per week role (Wednesday - Saturday) with fulltime benefits.

Typical work expectations include:

  • Regular schedule of Wednesday - Saturday with primarily daytime hours, with some evening hours
  • Occasional overnight shifts based on program needs
  • Participation in a shared oncall rotation, distributed among shelter leadership for designated periods during the month

Specific details regarding overnight frequency and oncall expectations will be discussed during the interview process.

Education & Experience RequirementsRequired Qualifications
  • Associate degree in a human services or related field
  • With an associate degree, a minimum of three (3) years of experience providing direct services in shelter operations, behavioral health, or communitybased settings
  • With a bachelor’s degree in a human services or related field, a minimum of two (2) years of direct service experience
  • At least two (2) years of supervisory experience, which may include supervision of staff, interns, or volunteers
  • Experience working with individuals experiencing homelessness and complex needs
  • Demonstrated ability to lead teams in fastpaced, 24/7 environments
  • Commitment to delivering wellness and safety focused, traumainformed services rooted in dignity and respect
Preferred Qualifications
  • Experience working in adult emergency shelters or residential programs
  • Experience in behavioral health, community mental health, or crisisresponse settings
  • Operational leadership experience, including staffing coverage and daytoday program oversight
  • Experience supporting staff during crisis situations with professionalism and sound judgment
  • Familiarity with electronic health records or documentation systems
  • Lived experience related to homelessness, recovery, or substance use is valued

What We Offer
  • Medical Health Plan
  • Health Savings Account (HSA)
  • Nice Healthcare (chat, video visits, and inhome primary care)
  • Dental Plan
  • Dependent Care Flexible Spending Account (FSA)
  • Basic Life/AD&D & Voluntary Life/AD&D
  • LongTerm Disability
  • Option to purchase Critical Illness, Accident Insurance, and ShortTerm Disability
  • 401(k) Plan
  • 10 paid holidays & generous PTO
