The ATC Facility Chief is a senior supervisory role in Army Air Traffic Control (ATC) operations, responsible for managing the day-to-day operations of an ATC Tower facility on Bucholz Army Airfield. The position ensures compliance with military, FAA, ICAO, and host nation regulations, maintains operational readiness, and supports safe, efficient air traffic services. The ATC Facility Chief reports to the Senior Airfield Manager.

***Position is contingent upon contract award.***

This position description is subject to change at any time as needed to meet the requirements of the program or company.

• Oversee assigned controllers, ensuring their health, welfare, training, discipline, currency and mission readiness
• Ensuring all controllers meet the physical standards of AR 40-501, AR 95-2, DA Pam 611-21, their official job descriptions, and local/host nation requirements.
• Monitors compliance during area evaluations; documents and reports on non-compliant issues and inappropriate behavior traits observed during audits.
• Ensuring the operational readiness of facility equipment and associated NAVAIDs.
• Maintaining a current file of pertinent regulations, manuals, charts, maps, and training material according to this publication and AR 95-2.
• Sets a good example to the workforce by following all tower safety regulations, policies, procedures and practices; keeps work area/equipment clean and orderly.
• Maintaining custodial control of all facility forms, records, and publications and ensuring their accuracy, completeness, and distribution.
• Initiating and maintaining a facility duty schedule.
• Performs all other duties and assignments as required.
• Administering biennial written exams and conducting skill evaluations.
• Ensuring the number of non-ATC personnel in an ATC facility to a minimum. The chief will be the final authority on the admittance of non-ATC personnel to the facility and the number permitted at any one time. (In the chief’s absence, the SL or CIC will assume this responsibility.)

• Minimum Qualifications: Education/Certifications: Two-year related experience may be substituted for one year of education, if degree is required.
  • A graduate of DOD component or an FAA approved formal ATC school designed for appointment of air traffic controller.
  • Prior Control Tower Operator (CTO) rating(s)
• Experience:
  • Minimum 6 years of ATC service in an Army fixed-base ATC tower, with a prior tower facility rating
  • Demonstrated knowledge of US Federal Aviation Administration regulations, including, CFRs, FARs, AIM, AR 95-2, DOD UFC, and other applicable aviation and airfield management publications, manuals, related documents, processes, and policies.
  • Demonstrated experience with or in-depth knowledge of fixed and/or rotary wing aircraft operations.
  • Demonstrated experience with or in-depth knowledge in command and control, communications, government/military flight operations and procedures.
  • Demonstrated experience with or knowledge in operation of desk-top computer-based systems.
  • Demonstrated experience as an ATC Facility Chief
• Skills
  • Excellent communication and writing skills are required along with an excellent knowledge of computer operations to include spreadsheet, database, word processing, and presentation applications.
  • Great organizational and management skills and a strong ability to work independently as a member of a robust team.
  • Strong Supervisory skills required.
• Working Conditions:
  • Must be capable of working in an extreme weather conditions with temperatures exceeding 85degrees Fahrenheit.
  • Indoor and/or outdoor environment with very adverse and harsh conditions (i.e., hot, wet, tropical, environment with average temperatures of 85 degrees in the summer months).
  • Includes some industrial production environment conditions as well.
  • The worker is subject to noise. There is sufficient noise to cause the worker to shout in order to be heard above the ambient noise level.
  • The worker is subject to hazards. Includes a variety of physical conditions, such as proximity to moving mechanical parts, moving vehicles, electrical current, working on scaffolding and high places, exposure to high heat or exposure to chemicals.
• Physical Requirements:
  • Light work. Exerting up to 20 pounds of force occasionally, and/or up to 10 pounds of force frequently, and/or up to 10 pounds of force constantly to move objects.
  • Work may require heavy lifting, stooping, climbing, prolonged standing, prolonged sitting, and working with or in areas where a potential could exist for exposure to physical, chemical, or biological agents.
  • Employee use of personal protective equipment (PPE) is required for some situations. PPE includes, but is not limited to, head, foot, torso, respiratory, vision, and hearing protective devices.
  • Must comply with all Fire and Safety Regulations and post policies.
• Medical standards for air traffic control personnel
  • All Army air traffic controllers, to include contractors, will meet the same medical qualification standards as outlined in AR 40–501. Controllers will not perform ATC duties until declared fit in accordance with AR 40–501.
  • FAA physicals for either category of ATC will not be accepted by the United States Army Aeromedical Activity as certification of medical fitness. Any civilian contract ATC who pursues a FAA certificate does so at their own expense unless specifically covered by their contract. A DD Form 2992, Medical Recommendation for Flying or Special Operational Duty, signed by a flight surgeon of any military service must be completed as part of the ATCME and serves as a recommendation to the local airfield division chief/commander/manager of the individual’s medical fitness for execution of ATC duties. Flight surgeons will not issue DD Form 2992 based on presentation of an FAA examination or certificate. Failure to comply with the annual requirement for an ATCME or current, valid DD Form 2992 may result in medical disqualification. The signed DD Form 2992 will be maintained in the controller’s training records.
