Job Summary


B&A is looking for a Senior Business Analyst to join a contract with a federal government client in support of an important mission. In this role, you will have the opportunity to work with a great team while supporting the US-Senate program. We are seeking an experienced Technical Business Analyst with deep expertise in technical requirements and Scrum environments, and a proven track record of team leadership. The ideal candidate will bridge the gap between business needs and technical solutions, ensuring secure, seamless, and scalable implementations while automating manual processes. You will play a pivotal role in designing and optimizing user authentication processes while leading a team of analysts and collaborating closely with cross-functional teams.


Key Responsibilities

Business Analysis & Backlog Management

  • Requirement Elicitation: Collaborate with product owners, stakeholders, and subject matter experts to gather, analyze, and document business requirements.
  • User Story Creation: Translate high-level epics into detailed, actionable user stories with clear acceptance criteria (Gherkin syntax preferred) and non-functional requirements.
  • Backlog Refinement: Lead refinement sessions to ensure the backlog is ordered, estimated, and ready for upcoming sprints.
  • Gap Analysis: Identify gaps in current processes or system functionality and propose data-driven solutions.
  • UAT Coordination: Facilitate User Acceptance Testing (UAT), working with stakeholders to validate deliverables against requirements.

Scrum Mastery & Team Facilitation

  • Ceremony Facilitation: Lead Daily Stand-ups, Sprint Planning, Sprint Reviews, and Retrospectives, ensuring they are time-boxed, productive, and outcome-oriented.
  • Impediment Removal: Proactively identify and resolve blockers (technical, organizational, or interpersonal) that hinder the team's progress.
  • Agile Coaching: Mentor the team on Agile principles and Scrum practices, fostering a mindset of self-organization and cross-functionality.
  • Metrics & Reporting: Track and report on team velocity, burndown/burnup charts, and cycle time to provide transparency to leadership.
  • Conflict Resolution: Facilitate constructive dialogue during conflicts, helping the team reach consensus and maintain focus.
  • Continuous Improvement: Drive the "Inspect and Adapt" cycle, implementing actionable improvements identified in retrospectives.

Education and Experience

  • Bachelor’s degree in business administration, Information Systems, Computer Science, or related field; advanced degree preferred and 8+ years of experience.

Qualifications

  • Experience: 7+ years of experience in a Business Analysis, Scrum Master, or Project Management role within an Agile environment.
  • Certifications (Preferred):
    • Certified ScrumMaster (CSM) or Professional Scrum Master (PSM I/II).
    • Certified Business Analysis Professional (CBAP) or Entry Certificate in Business Analysis (ECBA).
    • SAFe Agilist (optional but valued).
  • Technical Skills:
    • Proficiency with Agile tools (Jira, Confluence, Gitlab, or similar).
    • Strong writing skills for Epics, User Stories, and knowledge base documentation.
    • Experience with diagramming tools (Lucidchart, Visio, Draw.io).
  • Soft Skills:
    • Exceptional communication and facilitation skills.
    • High emotional intelligence (EQ) with the ability to navigate complex stakeholder dynamics.
    • Strong analytical and problem-solving abilities.
    • Ability to switch contexts rapidly between deep-dive analysis and high-level facilitation.
