Requirement: SAF/IA Country Director - Taiwan

Job Description: 

Forge is seeking a qualified full-time Country Director for Taiwan to provide advisory and assistance support to the Deputy Under Secretary of the Air Force, International Affairs (SAF/IA). SAF/IA's mission is to create, advocate, and facilitate Department of Defense (DoD) and Air Force policies and programs (including international affairs, foreign disclosure, export control, cooperative research and development, Foreign Military Sales (FMS), and International Military Education and Training (IMET)) to support U.S. national security objectives.

Key Responsibilities: Key responsibilities of the candidate will be (but aren't limited to):

  • Assess alternative sustainment and enhancement strategies, provide recommendations, and assist in defining requirements for future programs

  • Participate in program analyses, reviews, and reliability determinations with USAF weapons systems and disclosure offices as they pertain to the release of information on USAF systems

  • Define and refine meeting agendas, record discussion content, focus decision-making, and debrief action items for events between the U.S. Air Force and foreign partner representatives

  • Prepare, manage, and maintain databases for correspondence, Case Program Status Reports, Letters of Request (LORs), and Letters of Offer and Acceptance (LOA), as well as case program trackers

  • Develop briefings, official correspondence, and background papers in support of Program Management Reviews and other engagements

  • Prepare Congressional Notification packages for Taiwan's programs with the U.S. Air Force

  • Maintain a key essential personnel contact list with names and contact information for US interagency and foreign partner personnel involved in FMS case development and execution

Qualifications/Requirements:

The Candidate must have the ability to think strategically, act tactically, and display strong analytical and critical thinking skills. They must also build strong cross-group working relationships and demonstrate exceptional organizational skills and attention to detail. The Candidate must be able to thrive and succeed in an entrepreneurial environment and not be hindered by ambiguity or competing priorities.

We are looking for candidates with an active DoD Secret clearance, FMS experience with the Department of the Air Force, and experience supporting Taiwan/the Asia-Pacific region in a Security Cooperation capacity.

Minimum Qualifications:

  • US Citizen
  • Active DoD SECRET security clearance

  • Bachelor's degree or higher

  • 4+ years of experience performing FMS case development, programming, and implementation for the Department of the Air Force (DAF)

  • 2+ years of Security Cooperation experience with the Defense Security Cooperation Agency or an Implementing Agency (IA)

  • FMS experience with Taiwan or the Asia-Pacific region

  • Experience using the Security Cooperation Information Portal (SCIP)

  • Thorough understanding of resources such as DoDI 1315.20, Military Department Foreign Area Officer Programs; CJCSI 3126.01, Language and Regional Expertise Planning; DAFPD 16-1, International Affairs; AFI 16-109, International Affairs Specialist Program; DAF Global Partnership Strategy; U.S. Export Control laws, regulations and procedures; DSCA Electronic Security Assistance Management Manual (e-SAMM); USAF Weapons Export Policy; International Traffic in Arms Regulation (ITAR) and U.S. Government National Disclosure Policy (NDP)

Highly Desired Qualifications:

  • Bachelor's degree with an emphasis in International Affairs

  • Prior experience as a Country Director at SAF/IA, DSCA Country Team Lead, or Regional Lead

  • U.S. DoW staff experience in a military or civilian capacity

  • U.S. military aircraft operations, maintenance, and/or logistics support with the systems purchased from the U.S. by Taiwan, specifically the F-16 aircraft

Job: Full-time

Location: HYBRID: Washington, D.C. (Pentagon) AND Remote from the National Capital Region

Salary Range: $125k to $140k per year
