SITE MANAGER

MILLER PLAZA - LOMPOC

No hourly wages, no salary position. Approximately 14 hours per week performing Site Manager duties compensated by a free residence in an unfurnished one-bedroom apartment with paid utilities. Part-time not benefit eligible. The selected candidate may not hold another position within the agency.


Class specifications are intended to present a descriptive list of the range of duties performed by employees in the class. Specifications are not intended to reflect all duties performed within the job.

DEFINITION: Approximately 14 hours per week the Site Manager provides duties during the daytime, evening and alternating weekends; monitors apartment complex serving low-income senior citizens; assists with answering resident and visitors’ questions; assists with on-site activities and resident communication; performs miscellaneous cleaning and custodial duties as directed by Housing Authority staff.

SUPERVISION RECEIVED AND EXERCISED:

Receives immediate direction and supervision from the Regional Housing Manager and Assistant Housing Manager.


ESSENTIAL FUNCTION STATEMENTSEssential and other important responsibilities and duties may include, but are not limited to the following:

  1. Provide part-time on-site residential oversight of property in a consistent, legal and respectful manner to assure lease compliance
  2. Operate a security system and fire alarm system
  3. Monitor the complex regularly and report observations to housing management.
  4. Report emergencies to the local fire, police and/or Sheriff and contact Housing Manager immediately.
  5. Maintain an observation log and regularly monitor a surveillance system.
  6. Issue parking citations
  7. Inspect fire extinguishers/Narcan boxes and first aid kits, conduct safety drills, document as required and notify safety coordinator.
  8. Perform cleaning and litter removal in common areas that may include but is not limited to exterior grounds, community rooms, laundry facilities, washers and dryers, computer rooms, bike storage.
  9. Call in work orders to maintenance staff for observed maintenance items, may include but is not limited to walkway lights out, irrigation malfunctions, uneven sidewalks.
  10. Notify resident services department and Housing Manager of resident needs as observed
  11. Along with Housing Management effectively mediate and facilitate resolution to tenant complaints
  12. Perform cleaning, litter removal and custodial duties in common areas and call-in work orders to maintenance staff
  13. Meet with contractors, maintenance and housing staff as directed to discuss unit and/or resident issues
  14. Ensure effective communication with resident groups; facilitate group meetings, trainings, newsletters and flyers
  15. Prepare community center for resident activities, making sure the facility is clean and secure at the end of the event; attend resident meetings
  16. Point of contact after emergency on-call maintenance
  17. May be required to serve 3- or 14-day notices to Pay or Quit and testify that notice was served
  18. HASBARCO is considered a public district, and all employees are designated as disaster service workers (DSWs). Signing the California Loyalty Oath and fulfilling its obligations is a condition of employment.


QUALIFICATIONS:

  • Conflict management and team building skills
  • Must have ability to effectively serve resident population group, demonstrating patience, compassion and respect
  • Bilingual English/Spanish preferred
  • Ability to explain and consistently enforce housing rules and regulations
  • A team-player that embraces responsibility and accountability
  • Successful completion of criminal background check, physical and drug test

Experience and Training Guidelines - Any combination of experience and training that would likely provide the required knowledge and abilities is qualifying. A typical way to obtain knowledge and abilities would be:

Experience: Two years of customer service experience; on-site caretaking and/or property management experience desirable but not required

Training: Graduation from high school or GED equivalent with specialized course work in psychology, sociology, criminal justice


WORKING CONDITIONS

The working conditions described here are representative of those an employee may encounter while performing the essential functions of the job.

Environmental Conditions: public contact; indoors and outdoors with exposure to weather conditions; unit and site visits; supplies used in cleaning.

Physical Conditions: Essential and marginal functions may require maintaining physical condition necessary for moving about the housing development, climbing stairs, bending, stooping, sweeping; moderate lifting and carrying up to 25 pounds.

Other requirements: Must meet household composition requirement for residence in unit and meet all requirements of position.

The position includes an unfurnished one-bedroom apartment with paid utilities to be used as a full-time residence in exchange for property oversight. The dwelling unit has maximum occupancy standards based on the number of bedrooms. Failure to meet job requirements will result in loss of residence as well as loss of employment. On-site staff must follow all agency established policies and house rules for the property.

Presence on a regular basis is an important factor in fulfilling the obligations of employment. Schedule is provided at time of employment. HASBARCO and its properties fall under the provisions of the drug-free workplace act.
