About the Indiana Department of Health (IDOH):

The Indiana Department of Health’s mission is to promote, protect, and improve the health and safety of all Hoosiers so that they can reach their optimal health regardless of where they live, learn, work, or play.

Role Overview: 

This role supports the IDOH Office of Technology and Cybersecurity by developing, maintaining, and improving Vital Records applications using C#, advanced SQL, and database administration skills. The position works across both modern and legacy systems, leveraging automated testing and AI‑assisted development tools to ensure performance, reliability, and quality.

The developer collaborates closely with the Service Desk and vendors to troubleshoot issues, support government‑required workflows, and recommend technical improvements. Strong problem‑solving, communication, and the ability to manage multiple priorities are essential.

A Day in the Life:

The essential functions of this role are as follows: 

  • Resolve customer complaints with application software and respond to suggestions for improvements and enhancements. 
  • Collaborate with the development team and other IT staff to set specifications for new applications and resolve problems with application software. 
  • Collaborate with the client and/or internal teams to understand user needs; draft an initial proposal and design of the software application to meet these needs. 
  • Develop, code, and debug new application software or make enhancements to existing application software according to general specifications from higher-level staff. 
  • Write intermediate and advanced application software programs according to specifications from higher-level staff. 
  • Use case tools and/or application development software tools. 
  • Develop problem solutions or application software enhancements within defined components. 
  • Test applications, identify deficiencies, and offer solutions and validation procedures for programming. 
  • Develop technical documents and handbooks to accurately represent application design and code for new or modified application software programs.

This position is exempt from overtime compensation for additional work hours which may be required to complete essential functions or other assigned work. What You'll Need for Success:

Individuals in this role should minimally be able to articulate or demonstrate the following:

  • Good understanding of business application within the scope of work assigned. 
  • Considerable knowledge of programming languages such as C#, Java, ORACLE, Python, CSS, JavaScript, Angular JS, or platform knowledge such as Salesforce or Microsoft CRM etc. 
  • Considerable knowledge of policies, standards, procedures, and techniques used for application development. 
  • Considerable knowledge of programming for diverse operating systems and platforms using development tools.
  • Specialized knowledge of application software flow within defined components. 
  • Analytical thinking and problem-solving capability.
  • Great interpersonal and communication skills.

A degree is not required. However, at least 7+ years of experience applying the outlined knowledge, skills, and abilities in a similar role may be considered.

Supervisory Responsibilities/Direct Reports:
This role may be utilized in a supervisory capacity based on agency needs.
