Summary
About the Position: The Security and Law Enforcement Office organizes required law enforcement, anti-terrorism/force protection, and physical, information, personnel and operations security to provide advice, assistance, and management oversight for the protection of the District. The office works to provide a safe and secure environment for visitors, employees and contractors, and protect critical infrastructure, classified and sensitive information, and the personal property of employees.

Duties
Help
  • Serves as the Portland District Antiterrorism/Force Protection (AT/FP) Specialist on all aspects of AT/FP
  • Provides security and threat response input into the development of Occupant Emergency Plans (OEPs) and Emergency Action Plans (EAPs) at all locations in the Portland District to assure compliance with AEMP standards.
  • Compiles and analyzes threat information from various sources throughout the region.
  • Produces After Action Review summaries and adjusts and reorients plans and programs as required.
  • Employee serves as the Training Coordinator and trainer for all security and force protection training.
  • Plans, develops, coordinates, controls, and conducts programs to protect information, personnel, property, and /or material from unauthorized disclosure, theft, assault, or sabotage.
  • Manages the OPSEC program

In order to qualify, you must meet the experience requirements described below. You will receive credit for all qualifying experience, including volunteer experience. Minimum Qualifications GS-11:
Specialized Experience: One year of specialized experience which includes administering established Antiterrorism/Force Protection; Operations Security Programs; and conducting security assessments. This definition of specialized experience is typical of work performed at the second lower grade/level position in the federal service (GS-09).

Education: Ph.D or equivalent doctoral degree or 3 full years of progressively higher level graduate education leading to such a degree in a field which demonstrates the knowledge, skills, and abilities necessary to do the work of the position, such as sociology, criminology, police administration, criminal justice, or a related area. (Note: You must attach a copy of your transcripts.)

Combination of Education and Experience:
A combination of education and experience may be used to qualify for this position as long as the computed percentage of the requirements is at least 100%. To compute the percentage of the requirements, divide your total months of experience by 12. Then divide the total number of completed graduate semester hours (or equivalent) beyond the second year (total graduate semester hours minus 36) by 18. Add the two percentages.
Minimum Qualifications GS-12:
Specialized Experience: One year of specialized experience which includes conducting security assessments and developing mitigation recommendations to balance risk against countermeasures; assess anti-terrorism and operations security requirements; develop policy and procedures; and developing plans for asset and personnel protection. This definition of specialized experience is typical of work performed at the second lower grade/level position in the federal service (GS-11).

Time in Grade Requirement (GS-11): Applicants who have held a General Schedule (GS) position within the last 52 weeks must have 52 weeks of Federal service at the next lower grade or equivalent (GS-09).
Time in Grade Requirement (GS-12): Applicants who have held a General Schedule (GS) position within the last 52 weeks must have 52 weeks of Federal service at the next lower grade or equivalent (GS-11).
