Emergency Management Assessment Specialist
K2 Group is seeking an Emergency Management Assessment Specialistin support of Headquarters, Installation Management Command (IMCOM) Provost Marshal/Protection Support Services (PM/PSS). IMCOM PM/PSS is tasked with ensuring the safety and security of its installations through robust protection plans in the areas of risk management, antiterrorism, physical security, and emergency management, culminating in up to 29 assessments annually.
Responsibilities
  • Lead the emergency management portion of Higher Headquarters Assessments (HHAs) at assigned global Army installations, executing up to 29 assessments (averaging 20) per year.
  • Draft, update, and implement the installation's Comprehensive Emergency Management Plan (CEMP) and associated Hazard Mitigation plans.
  • Evaluate existing EM programs against DoW instructions, Army Regulations, and federal emergency management plans.
  • Collaborate with adjacent security functions-such as Physical Security, Antiterrorism, Force Protection, and Continuity of Operations (COOP)-to ensure a unified, holistic approach to installation resilience.
  • Lead All-Hazards risk and vulnerability assessments to identify threats ranging from natural disasters (e.g., severe weather) to technological or man-made hazards.
  • Provide data-driven findings, compliance observations, and actionable recommendations to senior leadership to improve overall emergency response posture.
  • Develop and monitor Corrective Action Plans (CAPs) following real-world events or exercises to ensure systemic gaps are permanently resolved.
  • Coordinate, facilitate, and evaluate full-scale, tabletop, and functional emergency exercises to test the readiness of first responders and installation personnel.
Requirements
  • 10-12 years experience in emergency management, disaster preparedness, or crisis response, preferably at a military installation or federal facility level.
  • Demonstrated experience writing formal emergency operations plans, post-incident reports (After Action Reports/AARs), and briefings for senior stakeholders.
  • Direct, verifiable knowledge of the National Incident Management System (NIMS) and Incident Command System (ICS) frameworks
  • Bachelor's degree in Emergency Management, Homeland Security, Public Safety, or a related discipline(desired)
