Job description

Position Description This position will assist with the development of web-based business applications in support of county agencies. The successful candidate will have experience with full-stack development, principles of DevOps, and various web technologies. The position is designated to support programming for and with various databases specifically to support system interfaces, reporting, system integration, system data boards, data display, and better data collection.

NATURE AND VARIETY OF WORK Employees in this class use coding to operate on both front- and back-end systems. Their main duties include creating user interactions on various websites and platforms, writing code optimized for mobile and developing databases and services for functionality. These employees receive general supervision from a Systems Analyst or higher-level administrator.

The work is primarily sedentary and performed in an office environment. However, the work does involve some walking, standing, bending, stooping, lifting, and bending. The employee may be required to lift equipment weighing fifty pounds or more.

Employees may also be required to work nights, weekends, and holidays. Examples of Duties and Knowledge, Skills and Abilities (Note: The duties and responsibilities enumerated in this class specification are for the purpose of determining a common set of minimum qualifications and salary level for all positions in this class. They are not intended to include all of the essential functions of all positions in the class.) Managing the complete software development process from conception to deployment

Maintaining and upgrading the software following deployment. Managing the end-to-end life cycle for the production of software and applications. Overseeing and guiding the analyzing, writing, building, and deployment of software.

Overseeing the automated testing and providing feedback to management during the development process. Modifying and testing changes to previously developed programs. Collaborate with development teams and product managers to create innovative software solutions.

Able to develop entire architecture, responsive design, user interaction, and user experience. The ability to use databases, proxies, APIs, version control systems, and third-party applications. Offer suggestions for ongoing improvement, and add or remove features as necessary.

Design a plan for stability, scalability, performance optimization, and ongoing improvement. Keep track of new development-related tools, frameworks, methods, and architectures. The developer is in charge of creating APIs depending on the architecture of the production application.

Experience supporting multiple operating systems must support applications without issues. Perform related duties as required. KNOWLEDGE, SKILLS, AND ABILITIES Considerable knowledge of front-end technology: Expertise in front-end technologies, including JavaScript, CSS3 and HTML5 and third-party libraries such as React Js, Angular, bootstrap, and jQuery.

Considerable knowledge in development languages: Knowledge of server-side programming languages including .Net, Java, and React. Considerable knowledge of database: Familiarity with DBMS technology, including SQLServer, Oracle, MongoDB and MySQL. Considerable knowledge of basic design ability: Including knowledge of UI/UX and basic prototype design

Considerable knowledge in server: Experience working with IIS, Apache, and Tomcat servers. Excellent writing and communication skills Ability to visualize a proposed system and be able to build it Ability to establish and maintain effective and harmonious working relationships with internal and external consumers. Ability to communicate effectively orally and in writing presenting information through charts and graphs to display data.

Ability to read and comprehend complex technical manuals. Ability to evaluate and make recommendations on different applications and software packages; Ability to plan, schedule, and coordinate special projects and assignments. Public Sector Logic: Experience working with Maryland State Common Properties file and Utility Allocations Services, with an understanding of parcels and permitting processes.

Data Pipeline Orchestration: Proven ability to manage file-based exchanges (sFTP), API-based integrations (REST/SOAP), and batch processing across hybrid environments (On-premise SQL Server to Cloud). Database Expertise: Proficiency in relational database management (MS SQL Server, Oracle) and designing schemas that support both transactional and reporting needs. Legacy Modernization: Proficiency in using AWS AI developer tools to assist in the complex migration and translation of legacy COBOL code into modern Java-based services.

Full Stack Programming Proficiency: Experience with modern programming languages (TypeScript, Python) and frameworks (React, Next.js) to support custom data transformation scripts and API connectivity. Ability to develop and implement formal training for the end users. Minimum Qualifications Graduation from an accredited four-year college or university with major course work in mathematics, public or business administration, or a related field, including or supplemented by specialized training in electronic data processing, programming, operations, and methodologies; and two or more years of experience in telecommunications, computer operating systems, and data base management

Note: Accredited University or College is the recognition from an accrediting agency that an institution maintains a certain level of educational standards. The U.S. Department of Education maintains a database of accrediting agencies it recognizes for schools within the United States

For a University or College outside the United States, the applicant must provide documentation of accreditation and educational equivalency, which can be accomplished through a credential evaluation service. Applicants with a foreign degree must provide this documentation upon the close of the announcement. Note: The Graduation from an accredited four-year college or university with major course work in mathematics, public or business administration, or a related field, including or supplemented by specialist training in electronic data process, programming, operations, and methodologies, may be substituted on a year-for-year basis with four (4) or more years of work experience in telecommunications, computer operating systems and database management, for a total of six (6) or more years of experience in telecommunications, computer operating systems, and data base management.

Note: Two or more years of experience in telecommunications, computer operating systems, and database management may be substituted with two or more years of full-stack development, computer operating systems, and database management. Other Notes: Pay will be based on education and direct experience, generally within fifteen percent (15%) of the base pay. Please note that the Pay Scale shown represents the full proficiency of the position, not the starting range.

Normal work schedule is currently hybrid, with 2 days per week in the Annapolis Office This position requires a full background check. Supplemental Qualifications Preference will be given to applicants who possess the following: Two or more years of experience in full-stack development, computer operating systems, and database management. GIS Experience: Familiarity with ESRI GIS models, working with parcels and plats.

AWS Integration: Direct experience with AWS cloud services (e.g., S3, RDS, Lambda) for cloud-native data warehousing and integration strategies. Enterprise Tooling: Familiarity with the software development lifecycle (SDLC) within a government or public-sector context. Monitoring & Security: Understanding of secure data transmission protocols, encryption at rest/transit, and monitoring tools for integration health checks
