Job description

Radiance Technologies, a rapidly growing employee-owned company is seeking an experienced Test and Analysis Program Manager to support its Test and Analysis Group. This highly visible role will support the Group Manager, Operations Managers, technical staff, and corporate business functions by leading program execution, strengthening test and analysis operations, supporting customer engagement, and contributing to strategic growth across the Group.
The Test and Analysis Program Manager will oversee test and analysis program execution while supporting customer engagement, technical solution development, opportunity assessment, proposal inputs, and internal operating rhythms. The role requires a technically credible leader who can operate across customers, executives, program managers, analysts, engineers, contracts, finance, and business development stakeholders.
The ideal candidate brings a strong blend of Department of War test and evaluation experience, program management discipline, acquisition awareness, technical customer engagement, and sound technical judgment. This individual must be able to translate customer needs into executable technical approaches, lead multidisciplinary teams, manage contractual performance, and support the transition of growth opportunities into successful programs.
This position is well suited for a defense professional who can move comfortably between test execution, data analysis, customer communication, capture support, and executive reporting while bringing structure, accountability, and urgency to both program delivery and strategic growth.
Key Responsibilities
Test, Analysis, and Program Execution
  • Manage test and analysis programs supporting Army, DoW, and related defense customers.
  • Lead multidisciplinary teams supporting test planning, data collection, analysis, reporting, technical assessments, and customer decision support.
  • Support cost, schedule, performance, risk, and contract execution across Firm Fixed Price, Cost Plus Fixed Fee, and Time and Materials efforts.
  • Maintain disciplined scope control, especially on FFP efforts, by ensuring teams execute within contractual requirements and properly identify out-of-scope work.
  • Coordinate with technical leads, analysts, engineers, subcontractors, customers, and business support functions to ensure successful delivery.
  • Identify program risks, develop mitigation strategies, and track impacts to cost, schedule, performance, and mission objectives.
  • Support customer briefings, technical reviews, milestone reviews, status meetings, and executive-level reporting.
  • Directly support the Group Manager in improving operational management systems, internal processes, reporting structures, and execution discipline.
  • Support employee-owner engagement, internal messaging, leadership alignment, and cross-Group coordination.
  • Support acquisition document development, including Statements of Work, Performance Work Statements, acquisition strategies, source selection inputs, technical evaluations, and proposal artifacts.
  • Support evaluation of contractor performance, technical deliverables, milestone reviews, and requirements compliance.

Strategic Growth, Customer Engagement, and Capture Support
  • Identify, assess, track, and report strategic growth opportunities across Army, DoW, and adjacent defense markets.
  • Support opportunity tracking, customer intelligence, opportunity reports, briefings, and leadership-level decision materials.
  • Support recurring opportunity reviews and pipeline status meetings with Group and Sector leadership.
  • Support market assessments, customer assessments, competitive positioning, opportunity qualifications, and pursuit prioritization.
  • Lead or support technical inputs to RFIs, sources sought, white papers, proposals, and formal solicitation responses.
  • Develop technical solution narratives, pursuit inputs, customer engagement materials, gate review inputs, and proposal artifacts.
  • Represent the Group at customer engagements, industry events, technical exchanges, and partner meetings.
  • Integrate technical staff expertise into capture activities to ensure proposed solutions are credible, differentiated, and executable.

Required Qualifications
  • Bachelor's degree in engineering, science, business, management, or a relevant technical field.
  • 15+ years of relevant experience supporting Army, DoW, intelligence community, aerospace, defense, test and evaluation, or similar mission-focused programs.
  • Proven knowledge of DoW markets, acquisition processes, customer organizations, and competitive dynamics.
  • Demonstrated experience managing or supporting technical programs involving test, analysis, systems engineering, acquisition, or program execution.
  • Experience reading, interpreting, analyzing, and developing formal responses to RFIs, sources sought, RFPs, white papers, and proposals.
  • Proposal management, capture support, or business development experience.
  • Strong communication skills with the ability to brief and influence customers, executives, technical teams, and employee-owners.
  • Ability to operate seamlessly in a team environment and coordinate across multiple stakeholders.
  • U.S. citizenship with the ability to obtain a security clearance.

Desired Qualifications
  • Experience supporting Redstone Arsenal, Eglin Air Force Base, Army Aviation, missile defense, threat systems, T&E infrastructure, hardware-in-the-loop laboratories, modeling and simulation, or foreign material acquisition in support of test and evaluation, space, hypersonics, sensors, survivability, test and evaluation, or related DoW customers.
  • Active Secret clearance with the ability to obtain a higher clearance.
  • Experience using CRM or opportunity tracking tools.
  • Understanding of proposal financials and contract types, including Firm Fixed Price, Cost Plus Fixed Fee, Time and Materials, return on investment, and cost-benefit analysis.
  • Experience supporting or managing FFP programs with emphasis on scope control, margin protection, schedule discipline, and risk management.
  • Experience with acquisition documentation, including SOWs, PWSs, RFP inputs, source selection support, and PPBE-related inputs.
  • Experience integrating multidisciplinary technical teams into capture, proposal, and program execution activities.
  • Technical familiarity with complex systems integration, sensors, payloads, aviation systems, space systems, missile systems, hypersonics, ground segments, interface control, or system-of-systems architectures.
  • Experience leading test planning, data analysis, technical reporting, verification events, operational assessments, or contractor performance evaluations.
