Job Description
Role Overview
We are seeking a highly analytical, systems-thinking Technical Program Manager (TPM)/Scrum Leader (SL) to architect and drive the execution of our Enterprise Transformation operating model. In this highly specialized role, you will develop, manage, and maintain the solution backlog and roadmap across four critical pillars: AI & Analytics, Product Management, Agile Ways of Working, and Modern Governance.
A primary focus of this position is technical and data-driven: you will partner with our Enterprise Lean Portfolio Management (ELPM) team to integrate Azure DevOps (ADO), Jira, and Bloomfilter.ai with our Aristocrat Solution Delivery (ASD) framework and Agile Ways of Working (WoW) that is currently being rolled out and implemented across the organization within Product Management, IT Delivery, and the Portfolio Management Organization (PMO). The goal is to move these organizations away from qualitative static reporting to a fully automated, quantitative, data-driven decision-making engine. Additionally, you will serve as the hands-on Scrum Leader, facilitating sprint execution for the core team delivering these transformation capabilities.
Working in our highly mature Agile PMO requires an elite level of operational discipline and structural precision. This is an environment with exceptionally high expectations, where our staff must seamlessly blend Agile delivery with strict adherence to defined organizational processes, governance frameworks, and data structures. Success in this role means viewing standardized reporting and rigorous governance not as bureaucratic friction, but as the critical foundation for enterprise transparency, predictable value delivery, and transformational solution success!
Key Responsibilities
1. Roadmapping & Backlog Management
Backlog Engineering: Working with the solution owners, product managers, technical and business teams, and vendors; facilitate the process of building the backlogs for each of the workstreams. Translate high-level operational strategies into highly detailed solution epics, features, and user stories in the proper formats and within the ASD framework guidelines. Run backlog refinement and prioritization sessions and ensure that there is at least 2-3 program increments of work at the ready, near future, and longer-term stages at all times. 
Solution Roadmapping: Develop and socialize the transformation roadmap, explicitly sequencing the dependencies between AI/analytics deployment, tooling integrations, Product Management and Delivery training, and Agile capability building. Ensure that the roadmap is kept up to date and follow the established governance, metrics, and reporting requirements defined by the Portfolio Management Office (PMO).
2. Scrum Leadership & Sprint Execution
Sprint Delivery: Serve as the Scrum Leader for the core transformation delivery team. Facilitate all core ceremonies including Daily Standups, Sprint Planning, Backlog Refinement, and Retrospectives.
Metrics Optimization: Track team delivery metrics to optimize sprint predictability, proactively clearing technical blockers related to API feeds, data validation, and configuration challenges, etc.
3. Agile Program Management and Soft Skills
Solution Delivery: Manage all solution delivery within the program, ensuring adherence to PMO Governance and Management practices. Develop comprehensive solution schedules in Smartsheet outlining tasks, timelines, resource requirements, and potential risks – as required for executive-level reporting and ADO backlogs and roadmaps; working with the team to define the solution’s epics, features, and user stories in ADO.
Governance & Reporting: Adher to well-established governance processes on managing risk mitigation, remediation, and contingency strategies.  Identifyi unaddressed issues, work on solutions, or find the appropriate owner to ensure only high-quality deliverables are produced.
Reporting: Maintain accurate and up-to-date project documentation, including status reports, change requests, and meeting minutes/action items, ADO and Smartsheet reporting; and provide regular status updates and progress reports to stakeholders and management.
Collaboration & Teamwork: Build trusted relationships within IT, Product Management, and across various business stakeholders to ensure clear solution charters, collaborative delivery, and shared accountability. Work collaboratively with the other transformation team members and the portfolio director that oversees the day-to-day solution activities.
4. Process Definition and Training
Process Definition and Optimization: Define and prioritize use cases for embedding AI metrics and analytics into the WoW, ADO, and LPM processes within the delivery teams, Product Management organization, and the PMO. Prepare training content for these new capabilities and assist in delivering it to these audiences.
Coaching Support: Provide tactical, role-based enablement that emphasizes strict data hygiene across delivery teams, Product, and the PMO. Provide focused hands-on facilitation during tooling clinics, ensuring these new processes and tooling are adopted and viewed as a trusted, quantitative decision-making engine for the users.
Qualifications & Skills
Technical Experience & Tooling
Methodologies and Tools: Expertise in project methodologies (e.g., Waterfall, Agile, Scaled Agile, Hybrid, etc.), tailoring approach to the work at hand. Jira, Azure DevOps (ADO), Smartsheet, and data connectors such as SoftwareX.
Predictive Analytics: Experience working with Bloomfilter.ai or closely related software delivery analytics platforms that leverage AI for software development lifecycle (SDLC) diagnostics is a plus.
Core Experience
Total Experience: 10+ years in Technical Program Management and Scrum Leader role with a strong emphasis on leading large scale transformation efforts that transform the relationship between IT Delivery, Product Management, and the PMO to achieve value delivery and stated business outcomes.
Transformation Track Record: Demonstrated success driving an enterprise-scale transformation utilizing Aglie, Lean, and Portfolio Management (LPM) principles.
Certifications (Highly Desired)

  • PMI/Agile/LPM: PMI-PMP and/or PMI-ACP, Scaled Agile Framework (SAFe) SPC, POPM, or Lean Portfolio Management (LPM) certification.
  • Scrum Leadership: Certified ScrumMaster (CSM), Professional Scrum Master (PSM), or SAFe Scrum Master (SSM).
