Job description

Kearney and Company is seeking an Air Force (AF) Financial Management (FM) Subject Matter Expert (SME) to join our DEAMS team at Headquarters Air Force Material Command (AFMC) Life Cycle Management Center (LCMC) at Wright Patterson Air Force Base, OH in support of the sustainment of the Defense Enterprise Accounting and Management System (DEAMS). The successful candidate will serve as a key member of the Customer Support Division (CSD) as a SME interacting with AFMC LCMC, other AF major commands, and bases in support of the worldwide sustainment and day-to-day operations of DEAMS. The candidate will assist users across a broad range of financial management areas to resolve transactional postings while identifying system-wide concerns. Successful candidates will be self-motivated and focused on correcting problems identified by customers from all levels of use. The candidate will also identify potential system and process improvements. They should demonstrate impeccable attention to detail as well as solid functional end-to-end AF Financial Management Accounting or Budget experience. Other responsibilities may include:
  • Act as the initial CSD representative to AFMC LCMC DEAMS users
  • Help resolve DEAMS system-related process issues and guide users through functional processes impacted by the system
  • Evaluate problematic financial data to identify root causes, propose corrective actions, and implement effective changes to resolve reported problems
  • Provide analysis and problem resolution for fixes to reported problems
  • Analyze and ensure resolution of open ServiceNow Incidents
  • Review and provide assurances that all general ledger requirements are met within the Oracle system
  • Provide ad hoc and on-the-job training to DEAMS users via telephone, video-teleconference, webinar, or on-site visits
  • Conduct site visits to assess user needs, deliver general training for new users, address functional problem areas, and plan future training events
  • Develop Standard Operating Procedures (SOPs) and provide Oracle training, as required
  • Interact and communicate effectively with DEAMS users, as well as finance and technology senior/middle management
  • Prepare and deliver communications regarding system updates, process changes, and known issues
  • Review local processes to identify best practices and areas for improvement

Qualifications
  • Minimum of 5 years of relevant experience
  • Experience in DoD FM processes and procedures for posting accounting entries
  • Experience with Air Force Funds Control, Air Force Accounting Liaison, Financial Management and Analysis, Accounts Payable, Reimbursable Funds, Government Purchase Card (GPC), Defense Travel System (DTS), or the Defense Finance and Accounting Service activities
  • Experience dealing with Status of Fund (SOF), Open Document Listing (ODL), Selective Transaction History (STH), Outstanding Travel Orders and Advances, and Cash Balancing
  • Ability to brief and communicate effectively with senior leaders and managers
  • Willing and able to travel as required or to support sustainment activities for their MAJCOM/Command/organization of assignment
  • Ability to obtain a U.S. secret level security clearance (requires US Citizenship)

Preferred Qualifications
  • Experience working in DEAMS, to include assisting users and training personnel
  • Experience with AF Lines of Accounting and financial data elements
  • Ability to extract and analyze complex financial data using modern reporting tools (e.g., Power BI, OBIEE), alongside advanced proficiency in Microsoft Excel (including PivotTables, complex functions and formulas, and data manipulation)
  • Knowledge of modern and legacy AF systems such as, but not limited to:
    • Defense Enterprise Accounting and Management System (DEAMS)
    • Advanced Analytics (Advana)
    • Deployable Disbursing System (DDS)
    • Financial Management Suite (FMSuite)
    • Intra-Governmental Payment and Collection (IPAC)
    • Procurement Integrated Enterprise Environment (PIEE)
    • Comprehensive Cost and Requirement (CCaR)
    • General Accounting and Finance System - Base Level (GAFS-BL)
    • Central Disbursing System (CDS)
    • Standard Base Supply System (SBSS)

The expected salary range for this position is between $80,000 and $140,000. This range is representative of base pay only and does not include straight time pay for hours worked over 40 per week, company contributions towards paid benefits, and/or bonuses. Actual compensation (meeting or exceeding the range) will be determined based on specific experience, education, work location, clearance level, and other factors permitted by law. This position is eligible for bonuses (when applicable).
