Zantech is looking for a talented Records Administrator to contribute to the success of our upcoming Operations and Administrative Support Services project for a Hybrid role based out of Mobile, AL.

The Technical Support Management (TSM) Deficiency Records Administrator serves as the sole certified Local TSM Administrator for the OPC PRO and is responsible for all aspects of deficiency record management within the TSM system and Electronic Trial Card (ETC) tool. This position supports production inspections, dock trials, builder's trials, acceptance trials, and at-sea trials, and maintains a deployable mini-LAN to record deficiencies during sea trials. The individual must be certified in Security+ .

Responsibilities include, but will not be limited to:

  • Provide TSM System and ETC system overview training using the TSM user guide, covering basic user functions for OPC PRO personnel, USN Board of Inspection and Survey (INSURV) team members, and shipbuilder personnel as needed.
  • Support tracking of deficiency records and processes including Surveillance (Product Verification/Procedure Review), Test Witnessing, Compartment Completion Inspections, Corrective Action Requests (CARs), Trial Cards, and Project Management records.
  • Develop and maintain ship-unique data and database for OPC PRO deficiency record input into the ETC tool and TSM system.
  • Assist OPC PRO personnel in maintaining and updating the status of deficiency records from creation through closure in the ETC tool and TSM system.
  • Assist OPC PRO in preparation of technical briefings, assessments, audits, and milestone reviews.
  • Utilize available programs, tools, and data sources to assist in preparation of weekly program management reports, program technical and financial metric status reports, and other reports.
  • Provide trial card status reports through metrics and progress the correction of deficiencies post-trials in support of dockside and at-sea portions of trials.
  • Maintain the ability to provide ETC creation during pre-trial production inspection and test cycles.
  • Maintain the ability to transfer current cutter ETC tool pre-trial deficiencies (1 List), Quality CARs, and prior cutter(s) rollover trial card data into the TSM system.
  • Assist OPC PRO and INSURV personnel with the creation of new trial cards using the ETC tool.
  • Assist OPC PRO personnel with pre-screening and screening activities before, during, and after trials.
  • Assist OPC PRO with tracking, defect coding, and other applicable technical assistance on all trial cards from ETC tool creation through closure in the TSM system.
  • Maintain a deployable mini-local area network for sea trials consisting of a maximum of twenty (20) laptops and associated network infrastructure to support dockside and at-sea portions of trials to record deficiencies in the TSM system; ensure all computer software and hardware is updated and maintained in compliance with Coast Guard and NAVSEA TSM requirements and Authorization to Operate (ATO) rules.
  • Respond to USN INSURV trial card database requests before, during, and after trials.
  • When Surge CLINs are exercised, provide up to 160 additional hours of support for sea trials to record deficiencies in the TSM system.
  • Support TSM system software upgrades and system testing required by the Navy to maintain configuration control of the TSM system (using surge hours when applicable).
  • Attend meetings related to assigned tasks as directed by the COR; support program reviews as assigned.
  • Moderate walking and movement through an active shipyard and OPCs under construction is required.

Required Experience or Knowledge of the following technologies/functions:

  • Proficiency in the use of the Government TSM system and the ETC tool.
  • Expertise in Microsoft Office suite applications.
  • Knowledge of ship construction deficiency records management processes.
  • All equipment required to support trials must be compliant with Authorization to Operate (ATO) rules and regulations.
  • Physical ability to perform moderate walking and movement through an active shipyard and aboard OPCs under construction.

Required Education/Certifications:

    • Bachelor's degree
      • OR at least six (6) years of relevant experience in lieu of degree.
    • Must hold and maintain a current Security+ certification throughout the period of performance.

Required Security Clearance:

  • US Citizenship and the ability to obtain and maintain an active Secret or higher clearance, per contract requirements.
