Job description

PdM TENCAP falls under Program Executive Office - Intelligence Electronic Warfare and Sensors (PEO IEW&S) and chartered with the responsibility of executing the Army's TENCAP program. Army TENCAP's mission is to enable the Army to rapidly exploit and influence National capabilities and architectures. Army TENCAP conducts advanced development and rapid prototyping to enhance, inform, and modernize Army capabilities.
Lead the contract acquisition team provide acquisition guidance to functional area technical experts based on a working knowledge of DOD and IC acquisition regulations and policy. Must have experience in the acquisition process as directed by the DoD 5000 series, Federal Acquisition Regulation (FAR), DoD and Army HQ ASA(ALT) policies and procedures.
Responsilibities: Draft PWSs, Acquisition Strategies, Acquisition Plans, lifecycle cost profiles, and annual ACAT Reviews. Document functional requirements, and functional and technical modifications in a work breakdown structure (WBS) and an Integrated Master Schedule (IMS) created and maintained in Microsoft Project to include impact to milestone plans, existing and required personnel resources and funding needs, and established priorities and critical milestones. Develop annual spend plans, develop Program Objective Memorandum (POM) briefs, author Procurement & Research, Development, Test and Evaluation Forms (P&R) forms, prepare for acquisition milestone reviews and Milestone Decision Authority (MDA) reviews, development and staffing of Acquisition Decision Memoranda (ADM). Provide advice in the development of various information and decision briefs, including the TENCAP General Officer Steering Group (TGOSG). Provide input to the development of SAMPs to address the program's overall acquisition approach, including acquisition strategy for TENCAP projects. Develop, staff and archive interagency agreements, Memoranda of Understanding, and Memoranda of Agreement.

Clearance Requirement:
Must have an activeTop Secret (TS)/Sensitive Compartmentalized Information (SCI) security clearance.
Experience:
  • Minimum of 15 years of DoD acquisition experience supporting DoD Acquisition programs/projects. Experience shall include a minimum of eight years of demonstrated experience in applying the requirements of DoD 5000.01 and 5000.02 to DoD Acquisition programs/projects throughout the acquisition lifecycle with full understanding and application of acquisition strategy, work breakdown structure, integrated master schedule, and program planning budget execution. Experience shall include a minimum of five years experience utilizing Microsoft Project.

Education/Certifications:
  • Master's Degree
  • Recommended: DAU Level III Certification in Program Management, Project Management Professional (PMP) Certification, or Institute of Certified Professional Manager (ICPM) Certified Manager (CM) Certification.
