Description of Duties
This is a professional position involving responsibility for the preparation of financial reports and statements and the supervision of departmental staff in the conduct of various accounting functions performed by the Department of Finance - Office of the Controller. These functions include maintenance of an automated financial system, subsidiary ledgers, payroll operations, accounts receivable and accounts payable. Employees of this class work under general direction from the Controller with wide latitude allowed for the exercise of independent judgment. Direct supervision is exercised over a staff of professional accounting and clerical employees. Does related work as required.
Minimum Qualifications
Graduation from a regionally accredited or New York State registered college or university with a Bachelor's degree in Business Administration, Public Administration, Accounting, Economics or Finance, plus EITHER:
(A) Six (6) years of full-time paid experience in managerial or municipal fund accounting, including responsibility for the final preparation of financial statements, footnotes, and comprehensive financial analysis, three (3) years of which must have included the development and use of automated accounting systems ANDthree (3) years of which shall have involved supervision of accounting personnel; OR,
(B) Possession of a Master's degree in Business Administration, Public Administration, Accounting, Economics or Finance plus five (5) years of experience as defined in A), three (3) years of which must have involved the development and use of automated accounting systems AND three (3) years of which must have involved supervision of accounting personnel.
NOTE: Certification as a Public Accountant (CPA) issued by the State of New York may be substituted for two (2) years of non-supervisory experience.
