Data Analyst
This position requires an active TS/Sensitive Compartmental Information (SCI) clearance.
The position shall provide an array of technical support to the Narcotics and Transnational Crime Support Center (NTC) within the Knowledge management and Information management Cell (KIC).
Compensation & Benefits:
Estimated Starting Salary Range for Information Management Specialist: Pay commensurate with experience.

Data Analyst Responsibilities Include:
  • Coordinates, integrates, and supports DASD CNSP (Deputy Assistant Secretary of Defense for Counternarcotics and Stabilization Policy) CTOC (counter-transnational organized crime) /CD (counterdrug) /CTF (Counter Threat Finance) enterprise efforts to identify, acquire, and share existing knowledge, information, and data that helps identify, expose, and disrupt illicit activities such as drug trafficking and money laundering.
  • Supports efforts to raise situational awareness of the existing knowledge, information, and data available to the DASD CNSP CTOC/CD/CTF enterprise to improve situational awareness and increase transparency regarding DoD support to U.S., FVEY, LE, IA operations and activities.
  • Promotes and supports efforts to effectively enable holistic information sharing and increase collaboration across the DASD CNSP CTOC/CD/CTF enterprise.
  • Conducts continuous outreach to DoD (Department of Defense), interagency/LE partners, Academia, and the Private-Public sector in support of knowledge management efforts. Establishes and maintains a rapport with all of the DASD CNSP CTOC/CD/CTF components and sub-components. Coordinates and collaborates with the KIC Program Analysts when working with their designated components and sub-components.
  • Works with KIC counterparts and the DASD CNSP enterprise to identify, collect, consolidate, and validate knowledge, information, and data requirements. Supports efforts to discover, review, identify, and test solutions for those requirements.
  • Manages and updates data in the C2IE (Command Control Information Environment) CN (Counternarcotics) & CTF (Counter Threat Finance) Activity Manager. Coordinates with the DASD CNSP office and CTOC/CD/CTF components inputting data into the C2IE CN & CTF Activity Manager on reporting requirements. Provides training and best practices to the to C2IE CN & CTF Activity Manager DASD CNSP CTOC/CD/CTF enterprise community.
  • Manages and updates the Knowledge, information, and data SharePoint site as necessary.
  • Identifies and implements innovative solutions to complex CTOC/CD/CTF related issues and collaboration challenges. Consults USG, IC, DoD, industry, and academic experts to ensure the incorporation of best practices from the private and government organizations.
  • Supports all DASD CNSP Knowledge and Information Management efforts toimprove situational awareness and transparency on DoD CTOC/CD/CTF support to law enforcement partners, interagency support operations, designations, and other related activities.
    • Supports the DASD CNSP IMWG in fostering knowledge management & information leveling to improve situational awareness and transparency regarding DoD support to U.S., FVEY, LE, IA operations and activities.
    • Supports the DASD CNSP PMWG and its seven sub-groups in identifying and evaluating solutions for a common metrics reporting system. Supports the PMWG efforts in measuring the effectiveness of CD-funded strategic, operational, and tactical intelligence analysis and capabilities and their alignment with National and Defense strategies and priorities.
    • Supports the DASD CNSP Tech WG to help assess/validate tech-related mission requirements, identify potential technology solutions, share feedback on trials and demos, and track the development and implementation of the technology solution.

Data Analyst Experience, Education, Skills, Abilities requested:
  • A minimum of a bachelor's degree from an accredited college or university, Graduate Degree is desired
  • A minimum of 5 - 10 years' experience with the following capabilities:
    • Functional Skills: Analytical & Problem-Solving skills; Planning/organizational skills to meet deadlines w/ability to manage conflicting priorities; Possess professional communication skills w/the ability to articulate complex ideas to a variety of audiences w/clarity and succinctness; Professional writing skills to craft concise papers read by a variety audiences; Exceptional presentation and facilitation skills; Professional interpersonal communication skills in order to establish credibility and relationships w/strategic-level stakeholders
    • Technical Skills: Adept IT skills w/ability to adapt/infuse new systems/technology under self-direction; SharePoint development/coding; Management of custom permission/document library sharing; managing large datasets and file structures; basic understanding of relational databases
  • Additional KSAs: Knowledge of DoD Counterdrug community and related data, information, and knowledge programs/efforts; Experience as Knowledge Manager in DoD Counterdrug community; knowledge of DoD Counterdrug strategies, authorities, doctrine, and priorities; experience Microsoft 365; knowledge/experience w/Command and Control of the Information Environment (C2IE)Must have an active TS/SCI clearance.
