Description
This position is responsible for performing line construction and maintenance work, install conductors, transformers, reclosers, switches, and primary fuses, and operate heavy equipment.
Starting pay for this position will be determined based on the successful candidate's experience. This position is intended to move through steps.
SUPERVISION
Works under general direction of line supervisor.
ESSENTIAL FUNCTIONS OF WORK
For purposes of 42 U.S.C. 12101
  1. Perform line construction and maintenance work; respond to customer calls; install, maintain, and repair overhead and underground lines and distribution equipment; set new poles, string conductors, and make splices and taps; perform primary, secondary, overhead, and underground line and cable work; locate, diagnose, and repair electrical distribution problems; upgrade primary conductors and convert primary circuits to higher voltages.
  2. Install conductors, transformers, reclosers, switches, and primary fuses in transformers; test voltage and loads of lines and customer service entrances; connect and disconnect temporary services; install, repair, and maintain streetlights.
  3. Climb wood and steel poles and other elevated structures; operate bucket and digger trucks, trenching machines, trackhoe, forklift, and other heavy equipment; operate substation; clean and maintain trucks and equipment. Work in confined spaces.
  4. Communicate with the public; explain power outages and other electrical problems; respond to complaints of power problems; assume duties in absence of the Supervisor; perform other related duties as required.
  5. Meet all job safety requirements and all applicable safety standards that pertain to essential functions; must demonstrate regular and predictable attendance; maintain required licenses and/or certifications. Available for 24 hour emergency calls and cover off hour shifts.
  6. Perform other related tasks as assigned.

EQUIPMENT OPERATED: The following are examples only and are not intended to be all inclusive: Personal Computer, printers, copier, telephone, and other office equipment, motor vehicles.
MINIMUM REQUIREMENTS OF WORK
Examples of acceptable qualifications:
  • Journeyman
    • Must meet state requirements for a Journeyman;
    • Must possess and maintain a valid State of Ohio vehicle operator's license and remain insurable under the City's vehicle insurance policy; Ohio Commercial Class A with air brakes driver's license; First Aid and CPR Training certification.
    • Any combination of education, training and/or experience equivalent to the minimum qualifications stated above.

KNOWLEDGE, SKILLS, AND ABILITIES: (*Indicates developed after employment)
  • KNOWLEDGE OF: electrical codes, electrical installation, maintenance, and repair, electrical principles, agency goals and objectives*, agency policies and procedures, practices, methods, and tools, and equipment used in the installation, extension, and repair of electric lines, occupational hazards of the job, the safe and correct use of heavy equipment, hand and power tools common to the work, electrical theory.
  • SKILL IN: use of mechanics' tools and equipment, use of modern office equipment and software, critical thinking, judgment and decision making.
  • ABILITY TO: exercise independent judgment and discretion, understand, interpret, and apply laws, rules, or regulations to specific situations, carry out and interpret instructions, recognize safety warnings, understand a variety of written and/or verbal communications, perform heavy manual labor for extended periods of time in often adverse conditions, travel to and gain access to work site, demonstrate professionalism, apply management principles to solve agency problems, locate, diagnose, and repair defects in electrical distribution system, climb poles and to perform maintenance on high voltage lines, train subordinate linemen and seasonal workers, meet physical demands of the job including pole climbing, understand and execute oral and written instructions and to interpret electrical diagrams and plans, operate tools and heavy equipment used in electrical distribution installation, maintenance, and repair operations, communicate effectively with other employees, contractors, other agencies, and the public, establish and maintain effective working relationships with others, use computers and various software programs.

PHYSICAL REQUIREMENTS / WORK ENVIRONMENT:
  • The employee is exposed to chemical compounds found in an office environment (e.g., toner, correction fluid, etc.); works in and around crowds; trucks) is exposed to environmental conditions which may result in injury from fumes, odors, dusts, mists, gases, and/or poorly ventilated work areas; is exposed to possible injury from extremely noisy conditions above 85db; is exposed to possible injury from hazardous gases, chemicals, flammables, or air conditions; is exposed to possible injury as a result of electrical shock; is exposed to possible injury as a result of working with moving mechanical parts of equipment or machines; is exposed to possible injury as a result of falling from high places; has contact with potentially violent or emotionally distraught persons; has exposure to potentially vicious animals; has exposure to life threatening situations; has exposure to fire; has exposure to hot, cold, wet, humid, or windy weather conditions; has exposure to hazardous driving conditions; has exposure to shaking objects or surfaces.
  • Note: In accordance with the U.S. Department of Labor physical demands strength ratings, this is considered heavy work.

HEALTH BENEFITS
Employees pay 15% of the monthly medical insurance premium through United Healthcare which includes prescription coverage. Employee, Employee plus child(ren), Employee plus spouse and family coverage is available. However, a spouse who has affordable health care coverage through their employer must elect that coverage as primary. The City health care plan is a high deductible healthcare plan.
HEALTH SAVINGS ACCOUNT
Annually, the City will deposit 85% of your health insurance deductible amount into an HSA account in your name.
VISION AND DENTAL
The City pays 100% of the premium for dental and vision. Coverage levels will be explained in further detail at time of hire.
LIFE INSURANCE
The City pays 100% of the premium on a $100,000 life insurance policy for employee and $10,000 for spouse and $5,000 for child.
RETIREMENT PENSION
The City contributes 14% monthly toward retirement benefits offered through the Ohio Public Employee Retirement System. The employee pension payment share is 10% of gross salary.
VACATION
New employees accrue two weeks of paid vacation every year. Vacation time increases with length of service time.
PERSONAL LEAVE
Employees receive 6 prorated days of personal leave annually.
