Job Summary:

As the EHS Manager, you will ultimately be responsible for leading environmental, health, and safety (EHS) programs, ensuring regulatory compliance, and fostering a proactive safety culture across OVE operations. You will coordinate safety initiatives, deliver employee training, and oversee compliance with client, company, and regulatory requirements while supporting field operations. As the EHS Manager, your customers are OVE leadership, employees, subcontractors, clients, and regulatory agencies, and you will make meaningful contributions to the company's success through safety leadership, regulatory compliance, and continuous improvement.

Key Responsibilities (Including, but not limited to):

  • Administer and manage comprehensive environmental, health, and safety (EHS) programs to promote safe work practices and regulatory compliance
  • Coordinate EHS activities with OVE customers and support all safety initiatives across operations
  • Promote a positive safety culture centered on the Incident Free philosophy
  • Plan, direct, and conduct periodic safety assessments of construction sites and office locations
  • Develop, organize, and deliver HSE training programs including Drug-Free Workplace (DFWP), confined space, trench and excavation safety, First Aid, CPR, competent person, OSHA 10- and 30-hour training, and DOT compliance
  • Conduct employee safety orientations and ongoing HSE education programs
  • Monitor subcontractor and sub-tier subcontractor compliance with applicable HSE requirements
  • Lead and support incident investigations while ensuring structured case management and corrective actions are consistently followed
  • Train and advise employees regarding HSE regulations, risk assessments, and safe work practices
  • Interpret OSHA, EPA, DOT, and other applicable safety regulations and communicate requirements throughout the organization
  • Prepare, review, and submit required HSE reports, performance metrics, and incident trend analyses
  • Facilitate Safety Committee meetings and manage meeting documentation and action items
  • Maintain employee training records and OSHA-required documentation
  • Recommend corrective and disciplinary actions related to HSE violations when appropriate
  • Advise employees regarding hazardous conditions, safety concerns, and near-miss incidents
  • Travel domestically as business needs require
  • Additional responsibilities within functional scope based on business needs

Required Qualifications:

Education, Licensing, and Certifications

  • High school diploma or equivalent required
  • Valid driver's license
  • Associate degree in Occupational Safety and Health preferred
  • OSHA 500 Certification preferred

Experience

  • 5–10 years of experience in an EHS Manager or related safety leadership role
  • 2–3 years of experience serving as an HSE trainer within the industrial construction industry
  • Minimum of 3 years of underground utility construction experience
  • Experience with civil underground utility and/or outside plant (OSP) construction
  • Strong working knowledge of OSHA 29 CFR 1910, OSHA 29 CFR 1926, EPA, DOT, and other applicable safety regulations

Skills and Abilities

  • Strong leadership, communication, and interpersonal skills with the ability to build relationships across all organizational levels
  • Strong analytical and problem-solving skills with the ability to make independent decisions and implement corrective actions
  • Ability to interpret and apply federal, state, and local environmental, health, and safety regulations
  • Proficiency with Microsoft Office applications including Excel, Word, Outlook, and PowerPoint
  • Ability to work effectively in office, plant, and active construction environments
  • Ability to navigate stairs, ladders, heights, rough terrain, confined spaces, and industrial work environments
  • Ability to work overtime and weekends as business needs require
  • Experience with trench and excavation safety, shoring, confined space, traffic control, and DOT compliance
  • Ability to manage multiple priorities while promoting a proactive safety culture

Preferred Qualifications:

  • Certified Health and Safety Technician (CHST)
  • Associate degree in Occupational Safety and Health
  • OSHA 500 Certification
  • Experience supporting telecommunications, utility, or industrial construction operations

Physical Requirements:

  • Ability to travel domestically as business needs require
  • Ability to conduct field safety inspections at active construction sites
  • Ability to stand, walk, climb stairs and ladders, and navigate uneven terrain for extended periods
  • Ability to work in office, plant, and outdoor construction environments under varying weather conditions
  • Ability to access confined spaces, elevated work areas, and active industrial or construction sites
  • Ability to work overtime and weekends as operational needs require
