    Job description

    This Opportunity

    WSP USA is current seeking an Emergency Management Procurement Coordinator based in our San Juan, PR office location. Other WSP office locations will be considered. Emergency Management Procurement Coordinator manages the rapid sourcing of goods, services, and construction during disasters, balancing speed with compliance to procurement policies and donor regulations.
     

    Your Impact
    • Ability to execute endtoend procurement, including solicitations and contract management. The candidate should have detailed knowledge and understanding of FEMA, local State Contracting policies, Federal Procurement Policies FAR concepts, principles, and practices.
    • Must have experience in logistics, shipping, warehousing, and materials management, such as forklifts, trucking, cranes, generators, parts and servicing, life support items.
    • Support division's purchasing including drafting Master Service Agreements, notices to proceed, purchase orders, and task orders.
    • Support overall project management office with contract related duties.
    • Vetting and onboarding of prospective vendors and subcontractors.
    • Support client proposals/bid efforts with subcontractor/vendor related activity.
    • Maintaining District procurement tracking files for distribution and shuffling.
    • Act as subcontractor liaison for contracting, subcontracting, and insurance certificates.
    • Support the development performance risk ratings of contractors and evaluation of cost and pricing data.
    • Exercise responsible and ethical decisionmaking regarding company funds, resources, and adherence to WSP's Code of Conduct and related policies and procedures.
      Perform additional responsibilities as required by business needs.
    Who You Are

    Required Qualifications

    • 3+ years of project related work with Emergency Management procurement.
    • Subcontractor invoicing, requisitions, closeout. Full lifecycle process.
    • Prior project procurement/administrative experience in Emergency Management.
    • Availability to work outside the normal work schedule.
    • Work location is Hybrid, in office, in Home and on Project location sites.
    • Ability to Mobilize any location in USA and all territories, within 24-48 hours onsite in Natural Declared Disaster zones.
    • Deployments may be from 3 days up to 30 days. Schedule up to 12 hours day and 7 days a week up to 15 days at a time.
    • Support the development performance risk ratings of contractors and evaluation of cost and pricing data.
    • Works well under pressure and able to handle change in priorities.
    • Strong knowledge of ERP Systems/Microsoft Office Suite, Oracle.
    • Relocation assistance is not available for this position.

    Preferred Qualifications

    • Thorough understanding of Postal, Various State Subcontracting, FAR, DFAR, FTA and DOT regulations.
    • Prevailing Wage expertise such as Service Contract Act and Davis Bacon Wages.
    • Bachelor's degree

    Compensation:
    Expected Salary (all locations): $43,900.00 - $65,900.00
    WSP USA is providing the compensation range that the company in good faith believes it might pay and offer for this position, based on the successful applicant's education, experience, knowledge, skills, abilities in addition to internal equity and specific geographic location. WSP USA reserves the right to ultimately pay more or less than the posted range and offer additional benefits and other compensation, depending on circumstances not related to an applicant's sex or other status protected by local, state, and/or federal law.
