About the Position

Under the direction of Human Resources leadership, the Recruiter will be responsible for the acquisition of all clinical and related positions supporting a variety of YAI programs and services across New York State, which require post-graduate education and/or professional licensure (e.g., RN, LPN, LMSW, LCSW, etc.).

While assigned caseload covers programs across New York State, inclusive of Central New York and Upstate, most programs and services are currently located within the New York City, Long Island, and the lower Hudson Valley area. These clinical positions are paramount to maintaining safe and appropriate services for the People we Support at YAI.

Location

  • Primary office will be based out of YAI's Headquarters located in Midtown East Manhattan

Key/Essential Functions & Responsibilities

  • Serves as primary resource and support to leadership and hiring managers regarding recruitment and hiring needs, initiatives, concerns and related inquiries for assigned caseload, providing ongoing guidance, education and support for identifying, screening and selecting staff needed to fill vacancies and meet organizational objectives and needs.

  • Develops a thorough understanding of operations, roles and requirements for assigned recruiting caseload, which may include specific region(s), service settings, organizational systems and/or roles to inform sourcing, recruitment and candidate engagement strategies and interactions with applicants.

  • Partners with hiring managers and applicable program and HR leadership regarding hiring needs and priorities to implement best-in-class talent acquisition strategies and to facilitate scheduling, status updates and other notifications regarding sourcing, candidates, offers and hires.

  • Creates requisitions in applicant tracking system for approved positions and utilizes various job boards, careers pages, professional organizations, social media outlets and/or other sources or networks to advertise and market open positions and upcoming vacancies.

  • Researches and identifies potential candidate sources applicable to assigned caseload, developing relationships with potential partners and networking with schools, professional organizations, community or professional groups and other recruiters to develop candidate pools and pipelines to support current and future staffing needs. 

  • Collaborates with other HR staff, program management and/or appropriate leadership teams to identify and engage internal candidates for promotional or future placement opportunities across assigned system and/or YAI Network.

  • Ensures accurate and timely updates to applicant tracking system for all recruiting activities including but not limited to: opening, closing, posting and otherwise maintaining requisitions and positions in appropriate organizations; ensuring postings reflect current and complete job descriptions and other required information and managing candidate data and status in accordance with all applicable policies, procedures and regulations (including state pay transparency laws).

  • Reviews applicants for posted positions, reviewing application information and resumes to assess qualifications and conducting phone and/or virtual screenings and interviews to obtain information, evaluate candidates and match qualifications and to share information about the organization, program, role and job requirements.

  • Refers qualified candidates for review and facilitates scheduling of and/or participates in interviews with hiring managers, in accordance with hiring manager preferences.

  • Collects feedback regarding referred or interviewed candidates and appropriately dispositions or engages candidates regarding next steps, which may include creating sourcing pools for future vacancies or referring candidates to other positions across the agency, where appropriate.

  • Creates and extends offers of employment to selected candidates in accordance with all applicable requirements, tracking to ensure timely approvals and acceptance by candidates and engaging candidates and hiring manger throughout onboarding process and/or handoffs to onboarding team to minimize candidate drop-off prior to conversion and/or start date. 

  • Completes or facilitates verification of references, education, experience, certification and/or licensure ensuring that documentation is received, updated and maintained in appropriate formats, as applicable, which may include facilitating completion of verifications, clearances or other credentialing in coordination with onboarding staff and/or external parties.

  • Regularly monitors and manages pipeline activity, ensuring timely updates to support maintenance of data integrity in applicant tracking system, attending ongoing meetings with leadership of assigned caseload to remain informed and/or to provide data-centric updates and proactively shares information with internal stakeholders regarding candidate movement, vacancies, offers and appointments for specific positions.

  • Maintains compliance with all internal and oversight agency processes and procedures and with all applicable Local, State and Federal requirements in screening, interviewing, tracking and processing applicants, candidates and new hires.

  • Organizes and attends career fairs, virtual interviews or other recruiting events and participates in presentations, information sessions or other engagement opportunities at local schools, colleges, professional or trades organizations to engage and attract candidates for employment, especially for difficult to recruit or high-turnover positions.

  • Stays abreast of relevant laws, regulations and best practices in talent acquisition and candidate engagement including requirements relating to postings, pay transparency, salary history, background and/or clearances and remains current on trends and issues that may affect recruitment efforts for assigned caseload.

  • Makes recommendations regarding opportunities to streamline or improve processes to enhance the candidate experience or support increased applicant activity and/or to expedite processing of hires to HR leadership team and assists in implementation and communication of updates to management of assigned caseload.

  • Supports and/or participates in broader HR projects and initiatives, such as those relating to career development, engagement and retention, as requested.

  • Performs all other duties, as assigned.

Minimum Qualification Requirements including education, experience, licensure/certification, etc. and essential physical capabilities (e.g. lifting, assisting lifting, standing, etc.)

  • Bachelor’s degree in Human Resources or closely related discipline and at least two (2) years of recruiting experience including building talent pipelines and matching talent in an intellectual and developmental disabilities (I/DD), healthcare or other social services organization; or

  • HS Diploma or its educational equivalent and at least four (4) years of experience as described above; and

  • Basic understanding of Federal, State and/or local employment laws pertaining to recruiting and hiring in locations applicable to assigned caseload; or

  • A satisfactory combination of education, experience and/or training.

  • Excellent interpersonal, verbal and written communication skills, including the ability to build collaborative partnerships with a strong customer-focus and consultative approach with hiring managers and to effectively engage and build rapport with candidates.

  • Highly organized with good time management, record-keeping and follow-up skills, including the ability to appropriately prioritize multiple tasks to meet prescribed timelines.

  • Self-directed and dedicated to attracting and retaining top talent, particularly for challenging or difficult to recruit roles.

  • Strong public speaking and presentation skills and the ability to effectively communicate our mission and convey pertinent information regarding positions and hiring processes.

  • Proficiency with computers and electronic systems including Microsoft Office applications, applicant tracking and human capital management systems, web-based recruiting platforms (e.g. Indeed, LinkedIn, other job boards) and Zoom, Teams or related virtual meeting platforms.

  • Ability to report on-site to locations within assigned caseload and/or applicable headquarters on a regular basis and to travel to other locations across assigned region for recruiting-related events, as needed.

  • Ability to meet essential physical demands of position, including the ability to sit for extended periods, lift and carry files or documents weighing up to 10 pounds and move around the office.

Preferred Qualification Requirements (desired requirements beyond MQRs above)

  • Bachelor’s degree in Human Resources.

  • Experience recruiting for positions and/or settings related to assigned caseload, including extensive knowledge and network of applicable job markets.

  • Professional certification in Human Resources and/or talent acquisition, including PHR/SPHR or SHRM-CP/SHRM-SCP.

  • Familiarity with Workday HCM system, specifically applicant tracking.

Compensation

  • $85,000 to $89,000 annualized
