Position Summary

The Technical Program Manager (TPM) drives end-to-end delivery of complex, cross-functional data and technology initiatives within a governance-first cloud environment. This role is the owner for program execution, risk management, compliance coordination, and stakeholder alignment across Engineering, Security, Legal, Privacy, and Compliance. TPM establishes and operates the governance operating model, ensuring every workstream adheres to regulatory requirements, enterprise security standards, and data governance policies.

Strong technical fluency is required to manage dependencies, assess risks, and coordinate compliance across:

  • Data Platform
  • Networking & Operations
  • PII Handling

Governance & Compliance Responsibilities

Program Governance Framework

  • Establish the governance operating model: council cadences, RACI matrices, decision rights, escalation protocols, and reviews with mandatory compliance checkpoints at design, development, testing, and deployment.
  • Maintain program-level risk registers with compliance/security/operational categorization, drive ARB and Security Review Board submissions, and produce governance KPI dashboards for executive reporting.

Regulatory Compliance Coordination

  • Serve as program-level coordination point for compliance. Privacy Impact Assessments before engineering begins.
  • Maintain regulatory changes tracking to identify and implement changes required by evolving data privacy laws
  • Track encryption compliance across all data stores and transit paths. Coordinate third-party vendor security assessments and data processing agreement (DPA) reviews.

Data Governance & Stewardship

  • Partner with Data Stewards to enforce policies on data quality, lineage, retention, and disposal. Coordinate Data Governance Council agendas and drive policy implementation.
  • Track consent & workflows for SLA compliance. Maintain data processing records.

Key Responsibilities

  • Own end-to-end program delivery for multi-workstream data initiatives with critical path analysis, dependency mapping, and resource allocation.
  • Design masking, tokenization, and anonymization pipelines for production environments. Enforce governance via CloudFormation/Terraform with security review.
  • Facilitate cross-functional alignment across Engineering, Security, Legal, Privacy, Compliance, and Business stakeholders with structured decision logs and action tracking.
  • Manage logs with proactive escalation; drive operational readiness including runbooks, incident management, and production readiness reviews.
  • Produce executive status reports, governance dashboards, and compliance scorecards. Coordinate changes across Engineering team and do post-deployment validation.
  • Leading Clean Rooms program execution, partner onboarding, privacy-preserving collaboration design, analysis rule governance, and cross-org data sharing compliance.

Qualifications Required

  • Bachelors degree in CS, Information Systems, Engineering, or equivalent; 8+ years in Technical Program Management or IT Governance.
  • Demonstrated experience managing programs in regulated industries with active HIPAA, SOC 2, GDPR requirements.
  • Strong AWS technical fluency across the data, security, and governance stack. Proven track record establishing governance frameworks and compliance processes.
  • Excellent communication skills; ability to translate technical complexity into executive-level narratives.

Preferred

  • AWS certifications (Cloud Practitioner, Solutions Architect, Security Specialty).
  • Professional certifications (PMP, SAFe).
  • Experience with data governance tools.
  • Experience driving compliance programs in the Sports & Gaming industry.
