Description
The Alarm Specialist acts as a subject-matter expert dedicated to achieving Control Room Management's compliance objectives by executing and upholding CRM practices, procedures, and plans in alignment with DOT PHMSA regulations.
Key Responsibilities
  • Regulatory Compliance (CRM Program): Maintain strong working knowledge of DOT PHMSA Control Room Management regulations (49 CFR §192.631) and ensure Alarm Management Program activities align with regulatory requirements through clear procedures/practices, system configuration, and performance monitoring.
  • Alarm Management (API RP 1167): Support and enhance the Alarm Management Program in alignment with API RP 1167, including maintaining alarm databases, tracking key performance indicators, and facilitating performance reviews with Control Center Managers. Identify and implement improvements to ensure alarms remain meaningful, actionable, and effective.
  • Records & Documentation: Maintain accurate, controlled CRM documentation and alarm management records to ensure consistency, traceability, and audit readiness in support of PHMSA requirements.
  • Training & Qualification: Develop and deliver CRM-related training to Control Center personnel.
  • SCADA & HMI Design: Review and validate SCADA alarm configurations to ensure alignment with the Alarm Management Plan. Develop and maintain HMI graphics in accordance with the HMI Style Guide.
  • Audit & Compliance Support: Assist with internal audits and external PHMSA inspections by preparing documentation, validating system configurations, and demonstrating compliance with CRM and alarm management standards.
  • Operational Monitoring & Workload Analysis: Analyze alarm system data and controller activity to assess workload.

Qualifications
  • Education: High school diploma or equivalent
  • Experience: 6+ years of experience in a Control Center environment; preferably as a Gas Controller.
  • Technical Expertise: Proven experience in data analytics management, specifically building reports using queries from SQL and Power BI.
  • Communication: Demonstrated success in teaching, coaching, and presenting complex regulatory or technical information.
  • Project Management: Proven ability to manage multiple high-stakes projects simultaneously with a focus on precision and detail.
  • Preferred Knowledge / Skills
  • Advanced understanding of PHMSA regulations and the Natural Gas Industry.
  • Proficiency in CygNet SCADA, SharePoint, Word, Excel, DataParc, PowerPoint, and DAX.
  • Experience developing and implementing specialized control room training.
  • Ability to build and maintain collaborative relationships across technical teams.
