What you'll be able to do:

We are seeking a Business Development Manager to lead and grow our transportation and infrastructure business across New York State, with a primary focus on NYSDOT and the New York State Thruway Authority. This senior leadership role is responsible for setting and executing the firm's business development strategy, expanding key client relationships, and driving long-term, sustainable growth.

The Business Development Manager will serve as a trusted partner to executive leadership, oversee major pursuits, and play a critical role in positioning the firm for success within New York State's public-sector transportation market.

The requirements we seek:

  • Develop and execute a comprehensive business development strategy for New York State Transportation agencies.
  • Provide market intelligence on capital programs, funding trends, and agency priorities to inform firm-wide strategic planning.
  • Identify and evaluate new growth markets, service lines, and teaming opportunities.
  • Serve as a senior point of contact for key agency clients and strategic partners.
  • Strengthening relationships with NYSDOT, NYS Thruway Authority, and regional transportation entities.
  • Represent the firm in high-level meetings, negotiations, and industry forums.
  • Lead go/no-go decisions for major pursuits and oversee capture planning efforts.
  • Define win strategies, messaging, and positioning for complex, high-value RFQs and RFPs.
  • Guide proposal development, interview preparation, and presentation strategy for major pursuits.
  • Ensure compliance with procurement requirements and ethical standards.
  • Collaborate closely with leadership to align business development efforts with technical capabilities and staffing plans.
  • Mentor and guide business development and marketing staff.
  • Establish and track key performance metrics, including pipeline development, hit rates, and revenue growth.

Preferred Qualifications

  • Bachelor's degree in Engineering, Business, Marketing, or a related field.
  • 8+ years of experience in business development, client leadership, or strategic growth within the engineering or infrastructure consulting industry.
  • Proven experience leading pursuits and building relationships with Local Government Transportation agencies.
  • Understanding of New York State public-sector procurement and contracting processes.
  • Demonstrate ability to influence at the executive and agency decision-maker level.
  • Exceptional communication, negotiation, and leadership skills.
  • Professional Engineer (PE) license or technical background in civil or transportation engineering.
  • Established network within NYSDOT, NYS Thruway Authority or regional transportation agencies.
  • Experience shaping firmwide growth strategies and managing teams.
  • Involvement in professional organizations (ACEC, ASCE, WTS, etc.).
