Job description

Position Description & Qualifications The Workforce Manager (WFM) performs workforce planning, employee support, and personnel coordination efforts for Serco's Naval Ship Modernization Programs. Working under the direction of program leadership, this role assists in maintaining a ready workforce by coordinating hiring activities/onboarding processes and providing ongoing support to current employees for liaison with HR, timekeeping, payroll, performance, safety, security/badging, benefits, etc. The WFM engages with waterfront leadership to ensure personnel are appropriately trained/certified and aligned with ship modernization schedules to meet operational requirements.

The WFM works closely with Program Managers, Project Managers, Platform Leads, Talent Acquisition, and Human Resources to help track workforce requirements, support recruiting and onboarding efforts, and maintain workforce training and readiness for shipboard installation and modernization projects. This position will typically be onsite 4 days with 1 remote day each week. This position will require regular onsite ship visits to engage with employees.

In this role, you will: Workforce Planning Support * Assist program leadership in maintaining workforce plans aligned with ship availability schedules. * Track manpower requirements across ships and projects. * Coordinate with Platform Leads to identify upcoming workforce needs.

* Maintain workforce tracking tools and staffing reports. Recruitment Coordination * Communicate workforce requirements to Talent Acquisition. * Assist with candidate interview coordination.

* Track hiring pipeline progress and onboarding timelines. * Ensure hires align with contract labor categories. Waterfront Workforce Engagement * Conduct regular visits to the waterfront to engage with personnel.

Record engagements in workforce tracker tool for trend analysis. * Provide regular updates to the workforce to ensure they know company current events and information. * Maintain awareness of workforce performance and morale, and promptly address concerns with program leadership.

* Serve as a point of contact for workforce concerns. Workforce Readiness * Track certifications, training requirements, and onboarding completion. * Ensure personnel meet qualifications for assigned shipboard work.

* Coordinate with leadership to resolve readiness gaps. Performance Management & Compensation Support * Coordinate employee performance evaluation cycles. * Collect performance feedback from Platform Leads and supervisors, and submit documentation through appropriate approval channels.

* Compile promotion recommendation documentation. * Prepare packages for out-of-cycle compensation and promotion opportunities. Workforce Accountability Support * Assist Platform Leads with performance issue documentation.

* Support implementation of corrective actions or improvement plans. * Provide guidance on workplace conduct and expectations. Workforce Retention & Engagement * Engage employees to identify retention concerns.

* Provide leadership insight on workforce morale. * Support recognition and professional development efforts. To be successful in this role, you will have: * The ability to obtain facility access to assigned naval bases and shipyards (public and private).

* The ability to obtain a Secret clearance. * A High School Diploma with a minimum of 2 years of personnel and administrative experience. * A minimum of 2 years of experience in a supervisory role.

* Proficiency in Microsoft Office Suite (Word, Excel, Teams/Sharepoint, Powerpoint), Deltek Time and Expense. * The ability to coordinate material deliveries to and from work sites. * The ability to assist security with background/clearance checks and badging requests.

* Effective communications skills, both verbally and in writing with various levels of leadership * The ability to conduct/guide new hire orientation tasks: * Network Access * Payroll * A minimum of 2 years of combined experience in the following areas: * Experience utilizing an applicant tracking system * Coordinating employee travel, up to 10 at any given time * Processing shipyard access Additional desired experience and skills: * Experience submitting access requests to HII Newport News shipyard and resolving issues to help employees clear access requirements to shipyards/facilities in the Hampton Roads area * Experience onboard US Navy vessels, especially CVNs, and familiarity with safety in shipyard industrial environments * Bachelor's Degree Company Overview Serco Inc.
