JOB TITLE: Document Control Manager

DEPARTMENT: Quality Assurance / Document Management

LOCATION: Aiken, SC - Savannah River Site

REPORTS TO: Quality Assurance Director

CLASSIFICATION: Exempt

POSITION OVERVIEW:

 

The Document Control Manager is responsible for leading and managing all aspects of the document control program at the Savannah River Site (SRS) in Aiken, SC. This senior-level position oversees the development, implementation, and maintenance of document management systems, policies, and procedures in compliance with Department of Energy (DOE) requirements, NQA-1 standards, and QGS internal quality management protocols. The ideal candidate brings 10+ years of document control and records management experience in a nuclear, DOE, or highly regulated government contracting environment.


  • Lead and manage the site-level document control program, overseeing the receipt, processing, distribution, revision, retention, and disposition of all controlled documents including technical manuals, procedures, engineering drawings, specifications, and regulatory submittals in compliance with DOE Orders and NQA-1 requirements.
  • Develop, implement, and continuously improve document control policies, procedures, and work instructions to ensure consistent application across all QGS operations at the Savannah River Site.
  • Supervise, mentor, and direct a team of document control specialists and records coordinators, providing performance evaluations, training, and professional development guidance.
  • Serve as the primary liaison with government clients, regulatory agencies, and internal quality assurance teams on all matters related to document control, records management, and audit readiness.
  • Manage and administer electronic document management systems (EDMS), ensuring system integrity, configuration control, and user access management; lead system upgrades and process improvement initiatives.
  • Ensure compliance with applicable DOE Orders, federal regulations, contractual requirements, and the company Quality Assurance Program (QAP).
  • Lead internal audits and support external audits and inspections related to document control; develop and implement corrective action plans as needed.
  • Perform other duties as assigned in support of QGS operational and quality objectives.

Required Education and Experience

  • Bachelor degree in Records Management, Information Science, Business Administration, Engineering Technology, or a related field; equivalent combination of education and experience may be considered.
  • Minimum of 10 years of progressive experience in document control and/or records management, with at least 3 years in a supervisory or management role.
  • Demonstrated experience in a DOE, nuclear, or similarly regulated government contracting environment.
  • Strong working knowledge of DOE Orders and NQA-1 quality assurance requirements as they relate to document and records management.
  • Proficiency with electronic document management systems (EDMS) such as SharePoint, OpenText, Documentum, or equivalent platforms.

Preferred Education and Experience

  • Master degree in Records Management, Information Science, or a related field.
  • Experience at the Savannah River Site or another major DOE facility.
  • Familiarity with DOE Integrated Safety Management System (ISMS) and quality assurance program documentation.

  • Must be able to obtain and maintain a valid Savannah River Site access badge and pass all required background checks including DOE personnel security clearance requirements.

Preferred Licenses/Certifications

  • Certified Records Manager (CRM) issued by ICRM.
  • DOE Q or L Security Clearance (or ability to obtain).

SUPERVISORY RESPONSIBILITIES:

  • Directly supervises 3 to 8 document control specialists and records coordinators. Responsible for hiring, performance management, coaching, and professional development of direct reports.
