Job description

What You Will Do
This position will be filled at either the Work Control Planner 3/4 level, depending on the skills of the selected candidate. Additional job responsibilities (outlined below) will be assigned if the candidate is hired at the higher level.
Work Control is a multidisciplinary group, providing deployed support to all Facility Operations Directorates (FODs) for maintenance planning, scheduling, and Computerized Maintenance Management System (CMMS) support. The MSS-Work Control group uses Integrated Work Management to plan, schedule, and perform work in a safe and secure manner.
You will be responsible to the deployed Work Control Team Lead for developing and/or reviewing work packages including time, material, and labor estimates, written step-by-step work instructions, procedures, and/or safety and post maintenance testing requirements for the implementation and control of operations, maintenance, construction or modification of work activities within a given facility or area. Specific planning duties may be related to mechanical, electrical, chemical and/or radiological equipment, policies, and procedures and may also include resolving work restraints and bringing work packages to final closure.
As a Work Control Planner, you will develop, monitor, and validate accuracy, and auditing of performance data, reports, and other statistical information. You will also maintain database and other programs as required for use in the development of performance measurements and other required data administration. Additionally, you will evaluate processes, programs, and procedures for potential improvements and develop and maintain maintenance policies, processes, procedures and provides training in support of the conduct of maintenance program.

Work Control Planner 3 ($87,800 - $143,000)

  • Prepares, reviews, and issues equipment and/or system modification, corrective maintenance, and/or preventative maintenance work packages for activities in unique and/or complex facilities in accordance with applicable procedures and regulations.
  • Analyzes time and material requirements for unique and/or complex work activities.
  • Prepares detailed specifications for materials and labor estimates for unique and/or complex activities.
  • Takes the lead in developing step-by-step instructions for work for unique and/or complex activities.
  • Tracks and expedites established priority of work packages.
  • Prepares and/or reviews efficient and specific instructions for the isolation, containment or de-energizing various unique and/or complex mechanical, physical, electrical, chemical and/or radiological systems according to established procedures and regulations.
  • Oversees various functional and administrative activities in conjunction with the primary work control/work package development including, but not limited to, permit development, testing requirements, documentation generation, records management, database information management, retrieval and review, and/or training.
  • Understands and adheres to all Laboratory and industry regulatory guidance and governance specific to work control and planning.
  • Ensures all work control results, materials, processes, and final products meet quality specifications and are completed according to established requirements.
Work Control Planner 4 ($106,400 - $176,000)
In addition to what was outlined at the lower level, at this level this position:
  • Manages and expedites established priority of work packages.
  • Prepares and/or reviews efficient and specific instructions for the isolation, containment or de-energization of various unique and/or complex mechanical, physical, electrical, chemical and/or radiological systems according to established procedures and regulations.
  • Manages various functional and administrative activities in conjunction with the primary work control/work package development including, but not limited to, permit development, testing requirements, documentation generation, records management, database information management, retrieval and review, and/or training.

Minimum Job Requirements:
Knowledge & Expertise: Ability to fully understand work hazards, safety practices, operating configuration, and lock-out/tag-out policies and procedures. Experience interpreting various mechanical and electrical documents, blueprints, drawings, and schematics. Knowledge of legal requirements and environmental impacts affecting work control and planning. Knowledge of work control and facility policies, practices, and procedures.

Planning & Prioritization:
Working knowledge of and experience with work control, materials management, and/or mechanical maintenance. Experience and demonstrated skill in conducting research, investigating alternative solutions, and recommending solutions on problems affecting work control and planning. Ability to fully conceptualize and communicate major elements of work control and planning to both technical and non-technical personnel.
Technology: Ability to utilize and manipulate a computerized work management system in maintaining and tracking work planning activities. Skill in the preparation and presentation of work control reports.

Additional Job Requirements for Work Control Planner 4:

In addition to the requirements outlined above, qualification at the higher level requires:
Knowledge & Expertise: Extensive knowledge and understanding of work hazards, safety practices, operating configuration, and lock-out/tag-out policies and procedures in unique and/or complex facilities to include nuclear facilities.
Planning & Prioritization: Ability to fully conceptualize and communicate major elements of work control and planning for unique and/or complex activities, both technical and non-technical personnel. Ability to provide mentorship to less experienced work control personnel.
Education/Experience at Work Control Planner 3 level: Position requires an Associate's Degree and 8 years of related experience; or, an equivalent combination of education and experience directly related to the occupation. At this level, post graduate course work may be desirable.
Education/Experience at Work Control Planner 4 level: Position requires a Bachelor's Degree and 12 years of related experience; or, an equivalent combination of education and experience directly related to the occupation. At this level, post graduate course work may be expected.
DOE 426.2A Minimum Requirements: Position requires a high school diploma.
Essential Job Functions (can perform with or without reasonable accommodation): Climbing fixed ladders.
Desired Qualifications:
  • Extensive knowledge and understanding of the Laboratory's work control and facility policies, practices, and procedures.
  • Extensive experience in nuclear facility maintenance and construction planning.
  • Active Q clearance.

Work Location: The work location for this position is onsite and located in Los Alamos, NM. All work locations are at the discretion of management.
Work Schedule: This position may require 24/7 coverage, which could involve working a shift/weekend schedule. Employees may be eligible for shift differential pay when assigned by their manager. Shift/weekend assignments are at the discretion of the manager.

Position Commitment:
Regular appointment employees are required to serve a period of continuous service in their current position in order to be eligible to apply for posted jobs throughout the Laboratory. If an employee has not served the time required, they may only apply for Laboratory jobs with the documented approval of their Division Leader. The position commitment for this position is 1 year.

(Position will be cleared to this level). *Eligibility requirements: To obtain a clearance, an individual must be at least 18 years of age; U.S. citizenship is required except in very limited circumstances. See DOE Order 472.2 for additional information.
426.2A: This position is subject to DOE Order 426.2A, Personnel Selection, Training, and Qualification Requirements for DOE Nuclear Facilities, which establishes entry-level requirements to ensure candidates selected for specific positions can successfully perform the requirements of the job.
New-Employment Drug Test: The Laboratory requires successful applicants to complete a new-employment drug test and maintains a substance abuse policy that includes random drug testing. Although New Mexico and other states have legalized the use of marijuana, use and possession of marijuana remain illegal under federal law. A positive drug test for marijuana will result in termination of employment, even if the use was pre-offer.
Incentive Compensation Program: Position at the higher level is eligible to participate in the Triad Incentive Compensation Program. You must be in an eligible position for a minimum of 3 months, before July 1st and remain in an eligible position as of the end of the fiscal year, September 30th. The annual distribution is prorated based on the number of months in the eligible position.
