Job description

The Elevate Indy WIOA Program Manager leads the implementation, compliance, performance, and continuous improvement of Elevate Indianapolis' Workforce Innovation and Opportunity Act (WIOA) programming. This role ensures Elevate youth and young alumni successfully access workforce development services, career exploration opportunities, postsecondary training, work-based learning experiences, and employment pathways that advance economic mobility.

The Elevate Indy WIOA Program Manager plays a critical role in helping Elevate Indianapolis youth access education, training, and employment opportunities that lead to sustainable careers and economic mobility. Through strong partnerships, compliance excellence, and participant-focused leadership, this role helps ensure that Elevate students are prepared to thrive in postsecondary education, the workforce, and their communities.

The Elevate Indy WIOA Program Manager serves as the primary liaison between Elevate Indianapolis, workforce development partners, employers, educational institutions, and government agencies while ensuring all program activities meet federal, state, and local WIOA requirements.

Initially, this position will be focused on students and alumni as identified for the following schools: Crispus Attucks High School, Ben Davis High School, Decatur Central High School, Franklin Central High School, Indiana School for the Deaf, Indianapolis Met, and Warren Central High School.

Key Responsibilities

Program Leadership & Administration

  • Manage day-to-day operations of all WIOA-funded programs and initiatives.
  • Develop annual program plans, goals, budgets, and performance measures.
  • Ensure services align with WIOA regulations and Elevate's mission of preparing students to be thriving contributors. 
  • Monitor program outcomes and implement continuous improvement strategies.
  • Lead participant recruitment, enrollment, eligibility determination, and case management processes.
  • Service Delivery Expectations include, but are not limited to:
    • 250 WIOA participants
    • Minimum of 50 placements into subsidized employment
    • Full utilization of the Indiana Career Connect (ICC)

Compliance & Reporting

  • Maintain compliance with all federal, state, and local WIOA requirements for WIOA Performance Accountability Expectations, as defined by Employ Indy annually:
    • Employment Rates (2nd & 4th quarter after exit), Median Earnings, Credential Attainment Rates and Measurable Skill Gains. 
  • Ensure accurate participant documentation, eligibility records, and case files.
  • Prepare and submit required reports, performance metrics, and grant documentation.
  • Coordinate monitoring visits, audits, and corrective action plans as needed.
  • Maintain participant confidentiality and data security standards.

Youth Workforce Development

  • Design and oversee workforce readiness programming for youth and young adults.
  • Develop career pathway opportunities connected to high-growth industries.
  • Coordinate work-based learning experiences, internships, job shadowing, apprenticeships, and paid work experiences.
  • Support participants in career planning, credential attainment, postsecondary transitions, and employment placement.
  • Integrate workforce services with Elevate's mentoring and student development model.

Employer & Community Partnerships

  • Support relationships with employers, workforce boards, training providers, colleges, and community organizations, in alignment with Elevate program managers.
  • Work with YEDI to identify employment and internship opportunities for program participants.
  • Collaborate with WorkOne and EmployIndy to maximize funding opportunities and participant outcomes, as aligned to Elevate Indianapolis priorities.
  • Represent Elevate at workforce development meetings, school partners, community events, and partner convenings, as needed.

Team Staff Reporting Leadership

  • Supervise direct reports, including, but not limited to, Teacher-Mentor(s) to Affiliate students, data manager, and WIOA-associated staff, as assigned.
  • Provide training, coaching, and professional development in alignment with the training calendar.
  • Foster a culture of accountability, collaboration, and participant-centered service.
  • Participation in monthly and bi-annual meetings with the Employ Indy Senior Director.

Data & Performance Management

  • Track participant progress and outcomes using workforce management systems, ICC, and Salesforce.
  • Monitor key performance indicators, including:
    • Enrollment
    • Credential attainment
    • Employment placement
    • Retention
    • Earnings outcomes
    • Postsecondary transitions
  • Utilize ICC and Elevate Salesforce data to improve participant outcomes and program effectiveness.

Work Environment & Expectations

  • Full-time, in-person role with occasional evening or weekend responsibilities for events or organizational needs. 40-50 hours a week expected. 
  • Ability to manage multiple priorities in a fast-paced, mission-driven environment with process adherence.
  • Commitment to the mission and values of Elevate Indianapolis.
  • Other responsibilities as assigned.

Essential Job Qualifications 

  • Bachelor's degree in Human Services, Social Work, Education, Public Administration, Workforce Development, Business, or a related field.
  • Minimum 3-5 years of workforce development, youth development, program management, or grant-funded program experience.
  • Experience managing federally funded programs, preferably WIOA.
  • Knowledge of workforce development systems, career pathways, and employment services.
  • Strong project management, organizational, and leadership skills.
  • Excellent written and verbal communication abilities.
  • Proficiency with data management and reporting systems.
  • Entrepreneurial, adaptable, and innovative approach to business planning
  • Driver's License - Maintaining an Indiana Driver's License and Proof of Insurance
  • Travel/Overnight Experiences - Willingness to attend professional development and student programming that might be overnight and out of state as required.
