Our Wildfire Mitigation Support services help utilities assess risk, improve system resilience, and meet evolving regulatory requirements through a combination of advanced analytics, field validation, and operational expertise.
Position Overview
Celerity is seeking a Wildfire Mitigation Program Manager to lead the execution of wildfire mitigation planning and implementation efforts for electric utilities across the United States.
This role sits at the intersection of:
  • Utility operations
  • Wildfire risk modeling
  • Asset and vegetation management
  • Regulatory compliance

The ideal candidate brings a strong understanding of electric utility systems and can translate complex data into defensible, actionable mitigation strategies aligned with regulatory expectations.
Key Responsibilities
Program Leadership & Delivery
  • Lead end-to-end development and execution of Wildfire Mitigation Plans (WMPs)
  • Manage multi-disciplinary teams across analytics, GIS, field services, and subject matter experts
  • Coordinate with utility stakeholders including engineering, vegetation management, operations, and regulatory teams
  • Serve as primary client interface for wildfire mitigation engagements

Risk Assessment & Mitigation Strategy
  • Support development of wildfire risk models incorporating:
    • Asset condition and inspection data
    • Vegetation and fuels data
    • Weather and environmental factors
  • Translate risk outputs into actionable mitigation programs, including:
    • System hardening
    • Vegetation management strategies
    • Inspection and maintenance programs
  • Support scenario analysis and prioritization of capital investments

Data Integration & Analytics
  • Oversee integration of data across systems such as:
    • GIS (Esri platform)
    • Asset management systems (SAP, Maximo, etc.)
    • Inspection and work management platforms
  • Ensure data quality, traceability, and defensibility of assumptions used in WMPs
  • Collaborate with data scientists and GIS teams to enhance modeling capabilities

Regulatory & Compliance Support
  • Develop WMP documentation aligned with requirements from:
    • California Public Utilities Commission (CPUC)
    • Public Utility Commission of Texas (PUCT)
    • Other state regulatory bodies
  • Support responses to regulatory data requests, audits, and Independent Evaluator reviews
  • Ensure alignment with standards such as:
    • North American Electric Reliability Corporation FAC-003
    • Applicable state vegetation and clearance requirements

Field & Operational Integration
  • Coordinate with field teams (including Clear Path Utility Solutions) to:
    • Validate asset and vegetation data
    • Support inspection and audit programs
  • Ensure alignment between planning outputs and real-world execution

Continuous Improvement
  • Establish performance metrics and KPIs for wildfire mitigation programs
  • Identify opportunities for process optimization and cost reduction
  • Support development of Celerity's wildfire mitigation methodologies and tools

Required Qualifications
Education
  • Bachelor's degree in one of the following:
    • Engineering (Electrical, Civil, Environmental, or related)
    • Forestry, Natural Resources, or Environmental Science
    • Geography, GIS, or related technical field

Experience
  • 7 to 15+ years of experience in one or more of the following:
    • Electric utility operations (distribution and/or transmission)
    • Vegetation management programs
    • Wildfire mitigation planning or risk modeling
    • Asset management, GIS, or infrastructure analytics
  • Demonstrated experience supporting:
    • Utility regulatory filings or compliance programs
    • Cross-functional program delivery

Preferred Qualifications
  • Professional Engineer (PE) license (preferred but not required)
  • ISA Certified Arborist or Utility Specialist
  • Experience with wildfire risk modeling tools or partners (e.g., burn probability, fuels modeling)
  • Experience supporting Wildfire Mitigation Plans in states such as California, Texas, or the Western U.S.
  • Strong working knowledge of:
    • Esri ArcGIS platform
    • Utility asset management systems (SAP, Maximo)
    • Data analytics and visualization tools (Power BI, Tableau)

Compensation
  • Salary Range: $135,000 to $160,000 annually
  • Bonus and/or performance-based incentives

The salary range for this position is provided in good faith and is subject to variation based on geographic location, candidate experience, and market conditions. Final compensation will be determined after a comprehensive evaluation of the candidate's qualifications and alignment with the role.
